answer text <p>We assess the performance of the National Probation Service and 21 Community Rehabilitation Companies (CRCs) through a range of service levels and, for CRCs, through a robust contract management and assurance process. Performance information against these service levels is published quarterly. The most recent statistics were published on 28 April and can be found at:</p><p><a href="https://www.gov.uk/government/statistics/community-performance-quarterly-management-information-update-to-december-2015" target="_blank">https://www.gov.uk/government/statistics/community-performance-quarterly-management-information-update-to-december-2015</a>. Cohorts were established from 1 October 2015 and there will be a 26 month delay to allow for robust measurement over a sustained period, cases to clear courts, and analysis of the data. We will, therefore, be unable to assess whether the reforms are reducing reoffending until December 2017.</p> more like this

The National Offender Management Service have developed an action plan and we are addressing the Chief Inspector's recommendations.</p><p> </p><p>We continue to closely monitor and robustly manage providers to make sure they fulfil their contractual commitments to maintain service delivery, reduce reoffending, protect the public and provide value for money to the taxpayer and will continue to support probation staff to deliver these important changes.</p> more like this

answer text <p><br><br>This government was elected with a mandate to reform and modernise the UK human rights framework.<br><br>The UK has a proud tradition of respect for human rights which long pre-dates the Human Rights Act 1998. But the Human Rights Act opened the system to abuse, damaging the credibility of human rights. <br><br>The government will bring forward proposals for a British Bill of Rights, which will replace the Human Rights Act. Our Bill will protect fundamental human rights, but also prevent their abuse and restore some common sense to the system. <br><br>In developing our proposals, the government will take into account the Commission’s final report, as well as any other relevant information.<br><br>We will fully consult on our proposals before introducing legislation.</p> more like this

answer text <p /> <p>The Data Protection Act 1998 (DPA) does not place a legal obligation on data controllers to report breaches of security which result in loss, release or corruption of personal data. However, the Information Commissioner’s Office (ICO) has made clear that serious breaches should be brought to their attention. The nature of the breach or loss can then be considered together with whether the data controller is properly meeting their responsibilities under the DPA. The DPA does not define ‘serious breaches’ but the ICO have produced guidance to assist data controllers when deciding whether to report a breach. The guidance can be found on its website at: www.ico.org.uk.</p><p>The ICO has a range of tools to allow it to respond robustly and to make sure that private and public sector organisations meet their information rights obligations, such as issuing monetary penalty notices, requiring an organisation(s) to pay up to £500,000 for serious breaches of the DPA.</p> more like this
