answer text <p>We assess the performance of the National Probation Service and 21 Community Rehabilitation Companies (CRCs) through a range of service levels and, for CRCs, through a robust contract management and assurance process. Performance information against these service levels is published quarterly. The most recent statistics were published on 28 April and can be found at:</p><p><a href="https://www.gov.uk/government/statistics/community-performance-quarterly-management-information-update-to-december-2015" target="_blank">https://www.gov.uk/government/statistics/community-performance-quarterly-management-information-update-to-december-2015</a>. Cohorts were established from 1 October 2015 and there will be a 26 month delay to allow for robust measurement over a sustained period, cases to clear courts, and analysis of the data. We will, therefore, be unable to assess whether the reforms are reducing reoffending until December 2017.</p> more like this

answer text <p>We are confident our reforms to probation services are being successfully implemented but are not complacent and are working to improve the issues identified in this report. The National Offender Management Service have developed an action plan and we are addressing the Chief Inspector's recommendations.</p><p> </p><p>We continue to closely monitor and robustly manage providers to make sure they fulfil their contractual commitments to maintain service delivery, reduce reoffending, protect the public and provide value for money to the taxpayer and will continue to support probation staff to deliver these important changes.</p> more like this

answer text <p>No Community Rehabilitation Company (CRC) has withdrawn from the Transforming Rehabilitation Programme. As part of the Transforming Rehabilitation reforms, CRCs are required to deliver the services set out in their contract. CRCs can decide to contract with other organisations to deliver some of those services. If these sub-contractors decide to no longer provide services, the CRC will decide whether to re-tender or provide the service themselves. This should not affect the number of offenders able to access the services.</p><p> </p><p>We are not restarting the tendering process for probation providers. CRCs are in the process of finalising their supply chains. Contract Management Teams closely monitor arrangements to ensure consistency of service provision and that prime and sub-contractors comply with the terms of an Industry Standard Partnering Agreement set out in the original tender documents.</p> more like this

answer text <p>The Multi-Agency Public Protection Arrangements (MAPPA) provide a statutory framework within which criminal justice and social care agencies are required to assess and manage the risk presented by sexual and violent offenders, with a view to reducing re-offending and protecting the public. MAPPA is not a statutory body in itself but is a mechanism through which agencies can better discharge their statutory responsibilities and protect the public in a co-ordinated manner.</p><p> </p><p>The Responsible Authorities – the Probation, Police and Prison Services acting jointly - have a duty to ensure that the risks posed by specified sexual and violent offenders are assessed and managed property. The work undertaken by the Responsible Authorities to manage these offenders can therefore not be disaggregated from the core business of agency management.</p> more like this

answer text <p>Offenders managed under the statutory Multi-Agency Public Protection Arrangements and those who present a high risk of serious harm are managed by the National Probation Service (NPS), while medium- and lower-risk offenders are managed by the 21 Community Rehabilitation Companies (CRCs).</p><p>Risk is a dynamic factor, and in many cases the degree of risk presented by an offender will change during the course of his or her sentence. The new probation structure that was put in place by the previous Government is designed to respond to this by providing for management of offenders initially allocated to a CRC to transfer to the NPS if their risk increases to the higher level.</p><p>In the first eight months following the handover of the CRCs to their new owners, 5281 offenders have been transferred from CRCs to NPS, out of a total of 234,229 offenders managed by the CRCs and NPS.</p> more like this

answer text The Weighted Annual Volume (WAV) was not estimated. Flat projections were made for each contract package area and made available to bidders for the purposes of bid evaluation. The contracts held with Community Rehabilitation Companies (CRCs) include a payment mechanism which accounts for changes in volumes (paying providers more if volumes increase, and less if volumes decrease). answer text <p>No prediction of the case allocation split between the National Probation Service (NPS) and Community Rehabilitation Companies (CRC) was made at the time of the Transforming Rehabilitation competition. Instead, actual data was used to identify the proportion of cases that sat with either the NPS or CRCs. The actual proportion of offenders allocated to the NPS or CRCs is now different compared to that at the time of the competition. Any shift in the relative caseloads held between NPS and CRCs would be as a result of a change in the mix of offenders within the system</p><p><br>The Ministry of Justice monitors offender case allocation and expects providers to implement the supply chains that were set out in their bids during the TR competition, unless otherwise agreed with the Authority. We are working with suppliers to ascertain any potential impact on the supply chain.</p> more like this
