answer text <p>Following a decision by the Deputy Prime Minister last year, there will now be greater scrutiny of Parole Board recommendations on open prison moves. The test for considering a recommendation for open conditions for Indeterminate Sentence Prisoners (ISPs) will change, and I will write to the noble Lord in due course to provide an update.</p><p>Our primary responsibility is to protect the public and it remains the case that the independent Parole Board will grant those serving indeterminate sentences release only once they have demonstrated they will no longer pose a significant risk to the public.</p> more like this

answer text <p>The Trial of Lunatics Act 1883 uses outdated terms, and I am sympathetic to the request to change these.</p><p> </p><p>It is not possible to formally amend the title of an existing Act, but it is possible to change the way to which the existing Act is referred. This requires primary legislation, so until a suitable legislative vehicle has been identified we are unable to look at this further.</p> more like this

answer text <p>The Government takes the issue of protecting the vulnerable, including the elderly, from being taken advantage of extremely seriously.</p><p> </p><p>We will review the case for reforming the law in relation to predatory marriage in the light of two forthcoming reports from the Law Commission. One review is in relation to the law around marriage, due to report in July 2022, and the other on the law of wills, the report date of which is yet to be confirmed. Both reviews are exploring the potential to provide improved protection for vulnerable people, and we will respond to the recommendations of the reports once they have been received.</p> more like this

answer text <p>MOJ and HMCTS have already taken steps to review County Court bailiff capacity and have introduced efficiencies, including the increased use of Warrant of Control Support Centres to reduce the administrative tasks undertaken by bailiffs. answer text <p>We have no plans to review the presumption, as it has wide application and is rebuttable if there is evidence to the contrary.</p><p> </p><p>Nonetheless, given the concerns raised about Post Office Ltd’s Horizon IT system, the Government wants to be fully assured that there is a public summary of the failings associated with the system and that lessons are learnt from this dispute. That is why the Inquiry into the Post Office Horizon IT dispute was converted into a statutory inquiry with effect from 1 June 2021, with new powers to require the production of evidence and documents. The full, updated Terms of Reference (ToR) for the Inquiry are available on the <a href="https://www.postofficehorizoninquiry.org.uk/publications/terms-reference" target="_blank">Post Office Horizon IT Inquiry 2020 ToR page</a>, and on <a href="https://www.gov.uk/government/publications/post-office-horizon-it-inquiry-2020/terms-of-reference" target="_blank">gov.uk</a>.</p><p> </p><p>The Inquiry will aim to submit its findings to the Secretary of State for Business, Energy and Industrial Strategy in Autumn 2022. The final report will be published by the Secretary of State and the government will respond in due course.</p>

answer text <p>We are delivering a Prisoner Education Service within this Parliament to raise prisoners’ levels of numeracy, literacy, skills and qualifications with the aim of helping them secure jobs or apprenticeships on their release. To do this, we must give prisons the tools they need to succeed. We will invest in digital infrastructure, more training that delivers the skills employers need, more education experts to support Governors and improved support for prisoners with additional learning needs.</p><p> </p><p>To deliver this vision, we are currently running a series of engagement events, drawing on the expertise of stakeholders across the education and justice sectors.</p><p> </p><p>HMPPS holds regular meetings with its recognised trade unions to share information and invite feedback on operational developments and proposals. As prison education staff are not employed by HMPPS, their union representatives are not part of these regular consultations. We have engaged with these representatives, however, as part of our wider engagement activity.</p>
