answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>MoJ is committed to working in collaboration with the Department of Health and Social Care (DHSC), NHS England (NHSE), Public Health England (PHE) and HM Prison and Probation Service (HMPPS) to deliver safe, decent, effective healthcare for offenders.</p><p> </p><p>Over 4,000 new prison staff are now in post, enabling us to implement initiatives like the key worker role, which allows staff to dedicate time to support individual prisoners. These initiatives and others mean that we will be able to better support individuals with mental health needs in prison.</p><p> </p><p>We have also agreed a Community Sentence Treatment Requirement (CSTR) protocol to support the greater use of community sentences with treatment requirements, including Mental Health Treatment Requirements helping to improve access to treatment for offenders who need it and divert vulnerable offenders away from custody where appropriate. answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>HM Courts and Tribunals Service (HMCTS) launched new guidance to staff in November 2018 to help ensure it meets its legal duty (under the Equality Act 2010) to provide reasonable adjustments for users with disabilities. This empowers staff to remove barriers and support users with disabilities.</p><p> </p><p>HMCTS will also shortly issue a new reasonable adjustment learning product for staff so that they have the capability and confidence to support court and tribunal users with disabilities. answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>Probation services supervise offenders on licence and, if offenders breach their conditions, the Offender Manager will assess their level of risk and, if the conclusion is that the offender cannot be safely managed in the community, will recall the offender to prison. Officials in the Public Protection Casework Section in HM Prisons and Probation Service (HMPPS) will then formally revoke the offender’s licence. Public protection is our priority.</p><p> </p><p>HMPPS engagement about information sharing is primarily with the Police as it is the Chief Constable of each police force who is responsible for operational policing decisions. Police officers will sometimes receive or obtain information about an offender on licence which is relevant for the purposes of determining whether the offender has breached his licence conditions. answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>The Ministry of Justice assesses the quality of alternative risk assessment tools proposed by Community Rehabilitation Companies and sets a number of conditions for approval including a requirement for ongoing research and evaluation to ensure the tool is fit for purpose. Under our proposals for future probation arrangements responsibility for undertaking risk assessment processes will sit with staff in the National Probation Service.</p><p>We are still at the early stages of using algorithms in the criminal justice system, primarily as decision support tools to aid professional judgement. We have internal process in place to ensure we develop and roll-out algorithmic models appropriately and responsibly and are working with The Alan Turing Institute to make sure use of these models is ethical, safe and fair</p><p>These tools are one element of a number of measures for assessing the risk of re-offending: offender managers make robust risk assessments based on their professional expertise. The most complex cases, and those with the highest assessed risk of re-offending or causing harm, will attract the most intensive intervention. We are putting in place a range of mitigations to effectively prepare for the potential impact of EU exit across the full portfolio of the Ministry of Justice, including prisons, courts and tribunals. Our justice system is respected across the world. This was the case before we joined the EU, and it will continue to be the case after we leave.</p><p> </p><p>The Treasury has allocated over £4.2 billion of additional funding to departments and Devolved Administrations for EU exit preparations so far. This breaks down as £412m over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign &amp; Commonwealth Office (Autumn Statement 2016); £286m of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18); over £1.5 billion for 2018/19 (Supplementary Estimates 2018/19); and over £2 billion for 2019/20 (Main Estimates 2019/20).</p><p> </p><p>This funding is to cover all exit scenarios and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK’s departure from the EU.
