answer text <p>The Decent Homes Standard has driven improvements to the quality of social housing. Between 2011 and 2016 Government provided a total of £1.76 billion to 45 councils across England to tackle the backlog of non-decent homes, making over 158,000 homes decent.</p><p>Local Authority Housing Statistics show that the proportion of non-decent local authority dwellings was 5% as of 31 March 2020. The English Housing Survey shows that, in 2019, 12% of social rented homes overall (504,000) were considered non-decent, down from 20% (759,000) in 2010. This is lower than the proportion of private rented (23%) and owner occupied (16%) homes.</p><p>In the Social Housing White Paper, we committed to reviewing the Decent Homes Standard. The review will consider whether the standard needs to be updated to ensure it is delivering what is needed for safety and decency now, including on energy efficiency and green spaces.</p> more like this

answer text <p>The Government has made an additional £500 million available via the Additional Restrictions Grant (ARG) announced by the Chancellor on 5 January. This builds on the £1.1 billion already allocated following the second lockdown in November 2020.</p><p>This further grant funding is designed to support businesses that are severely impacted by the new Covid-19 restrictions. Local authorities have discretion to use this funding to support businesses in the way they see fit, and to determine which businesses are eligible.</p><p>Where the restrictions require businesses to close, grants of up to £4,500 per six-week period of closure are available. Further one-off grants of up to £9,000 for closed businesses are also available.</p> more like this

answer text <p>This Government is fully committed to supporting the businesses and communities that make our high streets and town centres successful as the nation responds to the effects of the Covid-19 outbreak.  Now more than ever, it is vital that we continue to help our local economies by supporting town centres and high streets, adapt and evolve.</p><p>The Government has recently announced that the measures previously put in place to protect commercial tenants from eviction if they are unable to pay their rent during the pandemic are being extended to 31 March 2021. The measure is enacted via Section 82 of the Coronavirus Act 2020 which provides for a moratorium on forfeitures of commercial leases due to the non-payment of rent.</p><p>Many commercial landlords have shown flexibility, understanding and commitment to protect businesses during an exceptionally challenging time. The Government is clear that where businesses can pay any or all of their rent, they should do so.</p><p>The merit of this final extension is that it will give landlords and tenants a further three months to come to an agreement on unpaid rent. In the meantime, we will continue to monitor levels of rent payment and the health of both tenants and landlords. The move will also support businesses worst affected by the pandemic, such as bars and restaurants, helping them to rebuild over the winter period. This is in addition to putting in place one of the world’s most comprehensive economic responses to protect jobs, incomes, and business throughout and beyond this pandemic.</p>

answer text <p>The Business and Planning Bill includes a temporary fast-track process to secure ‘pavement licences’ to support businesses selling food and drink through economic recovery as lockdown measures are eased but social distancing remains in place. This will allow businesses to maximise their capacity whilst adhering to social distancing guidelines. The current process for businesses to obtain these licences can be costly and time-consuming. The fast track includes a shorter consultation and determination period and a capped fee of £100. For those businesses which do benefit from the changes, economic benefits are envisaged to arise from being able to start serving outside sooner. answer text <p>On 26 June 2020, the Government introduced the Business and Planning Bill. This includes measures to streamline the pavement licence procedure, which includes a capped fee, and shorter determination period. This also includes deemed planning consent when licences are granted. On Monday 29 June this successfully passed through the Commons and will now progress to the House of Lords. MHCLG engaged with the LGA in developing this new, fast-track process. As set out in their press release of 25 June, the LGA have welcomed this process as helping to ‘ensure a consistent approach can be taken so businesses can reopen as soon as they can and people can get back to enjoying their high streets safely’.</p> more like this
