answer	answer is ministerial correction date of answer 16/11/2020 answer text <p>Sir Oliver Letwin's 2018 Review of Build Out concluded that the primary reason for the rate of housing completions following the grant of planning permission was market absorption and the best way of increasing build out rates was greater diversification of housing on large sites. <br> <br> The White Paper has put forward proposals to support build out through planning, including revising national policy to encourage masterplans and design codes for substantial development sites to see a variety of development types by different builders come forward at once. answer	answer is ministerial correction date of answer 12/11/2020 answer text <p>The Government has established an unprecedented package of support throughout the COVID-19 pandemic to support renters to sustain tenancies and continue paying rent. This includes a range of support for businesses to pay staff salaries, including through the furlough scheme which has now been extended to March 2021. We have also strengthened the welfare safety-net with over £9 billion boost to the welfare system, including an extra £1 billion to increase Local Housing Allowance (LHA) rates so that they cover the lowest 30 per cent of market rents. For those renters who require additional support, there is an existing £180 million of Government funding for Discretionary Housing Payments made available this year, an increase of £40 million from last year and which is for councils to distribute to support renters with housing costs.</p><p>In addition, bailiffs have been asked not to enforce evictions across England whilst the new, national restrictions apply from 5 November. The only exceptions to this will be the most egregious cases, including cases of illegal occupation, fraud, where tenants have demonstrated anti-social behaviour or are the perpetrator of domestic abuse in social housing and where a property is unoccupied following the death of a tenant. We also intend to introduce an exemption for extreme pre-Covid rent arrears.</p><p>Together with the pause on enforcement of evictions over the Christmas period, this means bailiffs have been asked not to enforce evictions in England until the 11 January at the earliest, except in the most serious circumstances.</p><p>This builds on protections from legislation introduced in August to increase notice periods to 6 months in all but the most serious circumstances, meaning that most tenants served notice now cannot be legally evicted before at least May 2021.</p> answering member constituency Tamworth answering member printed Christopher Pincher question first answered 12/11/2020 15:47:22 answering member 4075 label Biography information for Christopher Pincher

It was not designed to be used for valuation purposes. The EWS1 process was designed by RICS to address lender concerns about cladding in high-rise residential buildings, but industry has applied it more widely than it was intended. Government does not support a blanket use of EWS1. We have made £1.6 billion available to support the remediation of unsafe cladding on buildings of 18 meters and above. This reflects the exceptional fire risk that certain cladding products pose at that height, as noted by Dame Judith Hackitt in her independent report.</p><p>That funding does not absolve industry from responsibility and taking action. We expect developers, investors and building owners to cover remediation costs themselves, meeting their legal and contractual obligations, recovering costs or drawing on warranties where applicable, without passing on costs to leaseholders.</p><p>This Government is determined to identify suitable financing solutions, remove barriers to remediation, and protect leaseholders from unaffordable costs. We have written to local authorities to set out how they can access the Cold Weather Fund. Applications should be made by 4 December. <br> <br> We have also announced a £15 million Protect Programme to support the ongoing efforts to provide accommodation for rough sleepers during the coming winter months. This programme will help areas that need additional support most during the restrictions and throughout this period. answer	answer is ministerial correction date of answer 12/11/2020 answer text <p>The National Planning Policy Framework sets out that inappropriate development in areas at risk of flooding should be avoided and directed away from areas at highest risk. If new homes are necessary in a flood risk area, and no suitable sites at lower risk are available, the local authority should ensure that the development will be safe and will not increase flood risk elsewhere, and include sustainable drainage systems where appropriate.</p><p>Additionally, developers must comply with the Building Regulations which give priority to sustainable drainage systems in their hierarchy of arrangements for dealing with rainwater draining from roofs and paving giving access to the building.</p><p>We are reviewing our policy for building in areas at flood risk. This will seek to ensure that communities across the country know that future development will be safe from floods. answer	answer is ministerial correction date of answer 12/11/2020 answer text <p>The Government is supporting landlords by helping tenants to pay their rent and has brought forward a significant economic response, including support for businesses to pay staff salaries through the furlough scheme, which has been extended to March.</p><p>As made clear in our COVID renting guidance to tenants and landlords, tenants who are able to pay rent must continue to do so. Where landlords find themselves in coronavirus-related hardship, mortgage lenders have agreed to offer payment holidays of up to six months, with applications now open until 31 January 2021.</p><p>Housing possession claims can be actioned through the courts and we have worked with the judiciary to introduce new court arrangements to ensure appropriate protection for all parties</p><p>While we have asked bailiffs not to carry out evictions during the national restrictions in England (from 5 November), there will be a number of serious circumstances which will be exempt. This we hope can serve as reassurance to landlords. These serious circumstances are cases of illegal occupation, anti-social behaviour, fraud, eviction of a perpetrator of domestic abuse in social housing and where a property is unoccupied following the death of a tenant. We also intend to introduce an exemption for extreme pre-Covid rent arrears.
