answer text <p>The Government is clear that no one should be criminalised simply for having nowhere to live and the time has come to reconsider the Vagrancy Act.</p><p>Work is ongoing to look at this complex issue and it is important that we look carefully at all options. We know from our engagement with stakeholders that there are diverging views about the necessity and relevance of the Vagrancy Act, and it may not be a question of simply repealing the 1824 Act and putting nothing in its place.</p><p>We will update on our findings in due course.</p><p>The Ministry of Housing, Communities and Local Government does not centrally hold data on prosecutions under the Vagrancy Act over the last 10 years. answer text <p>No national assessment of the provision of allotments in England has been made. Local authorities are responsible for allotment provision in their area.</p><p>The Government recognises through our National Planning Policy Framework the important role that allotments can provide in enabling and supporting healthy lifestyles within our communities. Our National Model Design Code states that as part of open space design for large developments there should be the consideration of allotments and community growing projects for food production, learning and community engagement.</p><p>However, our National Planning Policy Framework is clear that local planning policies should be based on robust and up-to-date assessments of the need for open space and opportunities for new provision, which can include allotments, and their plans should then seek to accommodate this.</p> more like this

answer text <p>The National Planning Policy for Waste states that waste planning authorities should prepare Local Plans which should identify sufficient opportunities to meet the identified needs of an area for the management of waste, aiming to drive waste management up the Waste Hierarchy. answer text <p>As of October 2020, there were 268,385 long-term empty properties in England, 1,661 in Coventry and 28,740 in the West Midlands. Figures are not collected at parliamentary constituency level</p><p><br> Local authorities have powers and strong incentives to tackle empty homes. Through the New Homes Bonus, they receive the same amount for bringing an additional empty home back into use over a baseline threshold as building a new one</p><p>Billing authorities in England also have the power to charge up to 100% extra council tax - on top of the standard bill - on properties that have been unoccupied and unfurnished for at least two years, up to 200% extra on properties that have been empty for at least five years, and up to 300% extra on properties that have been empty for at least 10 years</p><p><br> In certain circumstances, local authorities can exercise powers to take over the management of long-term empty homes in order to bring them back into use in the private rented sector. Local authorities can apply for an Empty Dwelling Management Order (EDMO) when a property has been empty for more than two years, subject to the production of evidence that the property has been causing a nuisance to the community and evidence of community support for their proposal</p><p><br> Grant funding is also available through the Affordable Homes Programme to bring empty homes back into use. Empty properties must not be existing social housing owned by the Registered Provider or by another Registered Provider</p><p><br> It is for local housing authorities to decide when to use their powers to deal with empty properties, and they have the flexibility to focus on locally determined priorities and allocate their resources accordingly.</p>

answer text <p>Housing First has an impressive international record in helping people with complex needs to recover and stay off the streets for good, which is why we awarded £28 million to pilot it in three areas (the West Midlands, Greater Manchester and Liverpool City Region).</p><p>We also commissioned a consortium, led by ICF, to conduct a comprehensive evaluation of the pilot programme.</p><p>The overall evaluation programme includes a process evaluation, quantitative assessment of client outcomes, a cost-benefit analysis, and a programme of assessments, undertaken by Homeless Link, to review each Pilot's fidelity with the seven Housing First principles developed by Housing First England for the England context.</p><p>Four reports have been published. The first interim process report centred on pilot development, preparation and early delivery, and provides learning and recommendations at both the central and local level. The second report focuses on the effects of the Covid-19 pandemic on the pilots and service users. The Mobilising Housing First toolkit provides information for those looking to implement Housing First and includes examples of good practice in the pilot areas. The most recent interim report (published July 2021) builds on the first interim report and focuses on the embedding of the pilot approaches in each area and the resulting key learning.
