Since 2015, schemes which cover more than 20 per cent of a local authority’s private rented stock or geographical area require approval. Eight schemes have been approved by the Secretary of State in the following local authority areas: Blackpool, Brent, Burnley, Hyndburn, Newham, Nottingham, Peterborough and Redbridge.
more like this

We can confirm that the total number of full-time equivalent staff employed by this Department since 2010 is accurately reflected in our previous answer on 4 June 2018 to Question UIN147328. We are not able to estimate the total number of full-time equivalent staff in each of the department’s directorates in future years prior to budgets being set by Her Majesty's Treasury for the years in question.

more like this

There will be other staff across the Department whose work will involve preparation or activity for the UK to leave the EU. We continue, as a priority, to review and plan the resources which will be required to ensure the Department is able to effectively manage its responsibilities and priorities for EU Exit and anticipate this resource will increase as the date of exit approaches. The level of resource deployed on EU exit will reflect the circumstances and final arrangements for the UK's exit from the EU.
more like this

These teams have been built up in a phased and gradual manner to reflect the increase in work associated with our exit from the EU. Until recently approximately 60 staff were deployed to this work. We have however now redeployed a further 30 staff from their previous role to work on these central teams. This is despite an increase in council housebuilding, and an overall net increase in social housing of 79,000 units since 2010.

We have taken steps to help councils build more homes, by removing the Housing Revenue Account borrowing cap; providing long-term rent stability for social landlords; committing to repeal the legislation in the Housing and Planning Act which, if implemented, would have led to local authorities’ selling off vacant, high value council homes; and, most recently, consulting local authorities on options to afford them greater flexibility in how they can use their Right to Buy receipts to help them build faster.
more like this

For this reason, the Department for Work and Pensions, in conjunction with the Ministry of Housing, Communities and Local Government, has commissioned research into the causes of homelessness and rough sleeping - including looking into the impact of welfare reform - so that we are able to develop a predictive model of homelessness and rough sleeping in the long term.
more like this

answer text
In 2017-18 374 departmental staff moved on under the Institute for Government definition of ‘turnover’. Staff who have left a specific Department for a period of non-permanent interchange are included in this measure.

The report published by the Institute for Government highlights that staff are moving between Departments more frequently. This type of movement is prevalent in the Department where almost 60 per cent of leavers during 2017-18 moved between Departments and not out of the Civil Service permanently. The table shown below details the total number of people leaving the Department during 2017-18 and the basis on which they left.

MHCLG Leavers in Period

2017/18

as %

Retirement, Resignation, Dismissal* and other Exits**

130

35%

End of Contract

24

6%

Permanent Transfer to Other Department

146

39%

End of Inward Loan

33

9%

Outward Loan to Other Department

41

11%

Total

374

100%

This Department and the Civil Service offer varied and exciting career opportunities, and we aim to empower people to construct career plans at each stage of their working life. It is a positive step that colleagues experience different parts of the Civil Service and we become a more permeable organisation; facilitating the exchange of skills, experience and knowledge.

The Department has also greatly benefitted from the Civil Service workforce model and experience of people joining from other Departments, with over 200 of appointments made during 2017-18 being made on either a permanent transfer or loan basis.

The Department is unable to make further comment on its position relative to other Departments as the number of officials leaving each Department, and on what basis, is not presented in the report’s findings.

*The number of dismissals in each year is too small to disclose and as such is presented alongside those resigning from the Department and retiring from work

**Other Exits includes people leaving under voluntary exit arrangements
