answer text <p>Supported accommodation provides a lifeline to many vulnerable people including those with mental health conditions and this Government is committed to protecting this vital provision.</p><p>We are engaging with the supported accommodation sector on the Government’s new approach to funding housing costs, which comes in from April 2020, and as part of this we will be talking extensively to providers and stakeholders on how provision for people with mental health conditions should work within Government’s proposals for funding short-term and long-term supported accommodation.</p><p>I should make clear our proposals do not involve a requirement to assess individuals’ length of stay. The two years mentioned in the proposed definition for short-term support housing refers to the type of supported housing provision, rather than actual stays by individuals. Decisions on the length of an individual’s stay, for example taking into account any fluctuation in their mental health condition, will remain the responsibility of providers and/or care/support workers. There is also certainly no intention that individuals would need to leave or be transferred from an existing placement in short-term supported accommodation solely because the length of their stay had exceeded two years. This is the case across the Government’s proposals for funding the housing costs of all categories of short-term supported accommodation, not just for provision for those with mental health conditions.</p><p>I recognise that supported housing for those with a mental health condition can be a complex area of provision, and officials will continue to work closely with this part of sector, for example with service providers such as Rethink Mental illness, to ensure that our decisions on detailed policy design here are as informed as possible<strong>.</strong></p>

answer text <p>Plymouth has received Coastal Communities Fund grants worth £2.67 million for two projects since 2013: £670,000 in 2013 for the regeneration of Plymouth’s waterfront; and £2 million in 2017 to create new and refurbish existing cultural and heritage venues in the city.</p><p>I announced on 4 September last year that Coastal Communities Fund Round 5 will open for applications early this year with at least £40 million of funding available.</p><p>Hon Members with coastal constituencies should encourage prospective applicants to make an early start in developing their plans for revitalising their local communities.</p> more like this

answer text <p>The Libraries Taskforce, which reports to the Department for Digital, Culture, Media and Sport and the Local Government Association, plays an important role in promoting good practice and leadership across the public libraries sector in England.</p><p>The Department encourages all councils, including Northamptonshire County Council, to make use of the information and guidance made available by the Taskforce. This includes toolkits published by the Taskforce on alternative delivery models and longer term evidence based sustainable planning, to support councils as they plan their future library provision to make sure that it is sustainable, and meets the needs of local residents.</p> more like this

answer text <p>The Department does not hold figures for the number in short-term versus long-term supported housing.</p><p>The short-term model was designed to ensure that funding for short-term supported accommodation is compatible with the modernised welfare system. We have not changed the funding model for long-term supported housing, which remains in the welfare system.</p><p>It reduces administrative burdens for providers in managing claims for housing costs and collecting rent. It also frees residents from concerns about meeting housing costs at a difficult point in their lives.</p><p>This model was designed with input from a range of stakeholders and providers through task and finish groups, the 2016 consultation on supported housing and taking account of the joint Communities and Local Government and Work and Pensions Select Committee report.</p><p> </p> more like this

answer text <p>No estimate has been made of the Department’s use of single use disposable cups that are used each year and sent for recycling. The coffee cups used in the Department’s headquarters office in 2 Marsham Street are biodegradable.</p><p>Staff and visitors are encouraged to dispose of waste appropriately and use recycling bins where it is appropriate to do so.</p><p>Details of how we have reduced our waste to landfill is published in our annual report and accounts. The Department has achieved an overall waste reduction of 78 per cent since 2009/10.</p> more like this

We have announced a new Rough Sleeping and Homelessness Reduction Taskforce, chaired by the Housing Secretary, which will drive forward the implementation of a cross-Government strategy to tackle this issue.</p><p>We have allocated over £1 billion through to 2020, following the 2015 Spending Review, to prevent and reduce all forms of homelessness. This includes £28 million announced at Budget to pilot a Housing First approach for some of the rough sleepers with the most complex needs.</p><p>Local authorities should work together with partners to provide basic emergency accommodation to minimise the risk of harm to individuals when the temperature drops.</p> more like this
