answer text <p>A dedicated Departmental Operations Centre (DOC) will manage and lead preparations in the event of a no-deal Brexit. The DOC has been designed to operate on a two shift system if required and we anticipate this mode of operation would be sufficient to effectively manage a no deal exit in the majority of circumstances. In the event a no-deal exit occurs and has a highly disruptive impact we would introduce three shift working to effectively manage a reasonable worst case scenario. The current estimates are that two shift working arrangement in our DOC would require 389 people and a three shift working arrangement would require 621 people. The DOC would be resourced through a combination of MHCLG staff and staff provided by other government departments.</p> more like this

answer text <p>As we stepped up work on our no deal preparations we had to pause some of our other work. In doing this we ensured that we had protected our most vital work on: promoting home ownership, levelling up opportunities across the country, putting local government finance on a sustainable footing, tackling rough sleeping, promoting integration and improving the provision of English Language and addressing the issues exposed by the Grenfell Tower tragedy, in particular on Building Safety.</p> more like this

answer text <p>We do not have a record of the number of staff who have been internally reassigned to preparations for the UK leaving the EU against a definition of ‘oversight of local plans’ or for the specific time periods specified. <br> <br> We can confirm that throughout the time periods specified the highest number of staff redeployed from other duties was in week commencing 21 October 2019 when a total of 219 Ministry of Housing, Communities and Local Government (MHCLG) staff were working within our Departmental Operations Centre (DOC), approximately 9.5 per cent of all MHCLG staff. <br> <br> We did not separately record the number of staff working in the DOC prior to the government’s decision to increase no deal preparations in December 2018 and at that time the number of people working in the DOC was approximately 40, approximately 2 per cent of all MHCLG staff.</p> more like this

answer text <p>No member of staff who has volunteered to work shifts has been rejected because the Department needs to retain them in their current role. Volunteers for shift working were sought from those individuals either already working in the DOC or already assigned to a DOC team and therefore the possibility of rejecting volunteers because they need to be retained in their current role did not arise.</p> more like this

answer text <p>Staff working in our Departmental Operations Centre (DOC) include a combination of staff who have been recruited through open and fair competition, volunteers who have come forward as our preparations for a no deal exit scenario have increased and other staff who have been asked to work in the DOC as part of those preparations. We have not maintained a central breakdown of those working in the DOC against these different circumstances. Shift working is voluntary and if an individual does not wish to work shifts they will be deployed within their normal working pattern.</p> more like this

answer text <p>Working in our DOC under a normal hours day time arrangement is no different to other such arrangements for roles elsewhere in the Department and does not require a specific or separate equality impact assessment. All staff deployed in our DOC will be assigned to roles commensurate with their grade and will be provided with appropriate training and support. Our existing policies and proactive diversity and inclusion agenda ensures all staff are treated fairly including those with protected characteristics.</p> more like this
