answer text <p>The Government is clear that unfair leasehold practices have no place in the housing sector. We are committed to improving the leasehold system by making it fairer and more transparent. We will be introducing legislation to ban new leasehold houses.</p><p>It is right that developers who sold leaseholds with onerous terms should support their customers to amend such lease terms. Some developers have introduced assistance schemes which is welcome. The Government is engaging with industry to ensure they are taking action to provide assistance to existing leaseholders with onerous terms.</p> more like this

answer text <p>Leasehold can be an effective tool for making multiple-ownership more straightforward, such as in blocks of flats with shared fabric and common areas. However, other than in exceptional circumstances new build houses should be sold on a freehold basis.</p><p>We believe that where a house can be built and sold as freehold then it should be. This means that house owners are not faced with charges for ground rents or a time limited lease where this is not necessary. That is why we announced last year that we would bring forward legislation as soon as Parliamentary time allows to prohibit new residential long leases from being granted on houses, whether new build or on existing freehold houses.</p><p>We are also working with the Law Commission to reinvigorate the use of commonhold as an alternative to leasehold to provide greater choice for home owners.</p> more like this

answer text <p>The Government is committed to ensuring there is transparency and fairness in the leasehold market. In particular we announced measures on 21 December 2017 to limit ground rents in newly created leases to a peppercorn and require new build houses to be sold on a freehold basis. We will be consulting shortly on how we intend to implement these commitments. The Government will also be setting up a working group to consider, amongst other things, service charges to make sure they are fair and transparent. In addition we have asked the Law Commission to consider a range of options for reforming the law on enfranchisement to make it easier, quicker and cheaper for leaseholders to buy their freehold or extend their lease. The Law Commission intends to consult on the details of its proposals over the autumn.</p> more like this

answer text <p>In 2015-16, there were 4.2 million leasehold dwellings in England, including 1.4 million houses. While there are examples of leasehold working well, there are also problems including disproportionate costs to extend leases, poor value property management, and a slow and costly sales process.</p><p>We will bring forward legislation as soon as Parliamentary time allows, prohibiting new residential long leases from being granted on houses. We will also introduce legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn.</p><p>The Government intends to consult over the summer on how our plans will be implemented.</p><p>On 26 June 2018, the Government published <em>How to Lease: </em>a guide for anyone already living in a leasehold property or anyone thinking of buying one.</p><p>The Government wants to ensure there is appropriate support for existing leaseholders. We are working with the ombudsmen and Trading Standards to provide leaseholders with comprehensive information on the various routes to redress.</p>

My Hon Friend Kit Malthouse MP has been the Minister of State for Housing since 9 July 2018 and holds responsibility for all building safety issues, including for ensuring that the cost of the replacement of unsafe cladding is not unfairly passed onto leaseholders.</p><p>The Government is committed to promoting fairness and transparency for leaseholders and freeholders and ensuring that consumers are protected from abuse and poor service.</p><p>We will ban the unjustified use of leaseholds on new houses and we will bring forward legislation to do this at the earliest opportunity. Any new government funding scheme will contain the condition that the money cannot support the unjustified use of leasehold for new houses. We want to build more homes but not at any cost. answer text <p>The Government is committed to promoting fairness and transparency for leaseholders and freeholders in England, including the North East.</p><p>We want to make it easier for existing leaseholders to exercise their right to buy their freehold, or extend their lease, quickly, fairly and cheaply and for this right to be available as soon as possible.
