answer text
In March, the Government published a draft revised National Planning Policy Framework for consultation which sets out a new approach to viability. Our proposals place greater focus on viability assessments at the plan making rather than planning application stage, ensuring that local plans set clearer policy requirements for affordable housing. The proposed changes will also enable communities to hold developers to account by setting an expectation that all viability assessments should be publicly available.
more like this

answer text
In line with standard practice where funding cannot be spent, within a financial year, it is returned to the Treasury. This is part of good budget management within the Department, and in line with established processes. Underspends are not unusual. For comparison, in 2009-10, the Department underspent by £504 million in total.

Overall, funding for housing has been substantially increased, with an additional £15.3 billion of investment in housing over the next 5 years. This includes an extra £2 billion for Affordable Housing, taking the programme to £9 billion. In 2017/18, we have also invested an additional £1.5 billion in our Help to Buy scheme, supporting thousands of first time buyers to move into their first home. We will be investing over £10 billion in that programme in the next 3 years.
more like this

answer text
In October 2017, we announced plans to set a longer term rent deal for local authorities, which will provide a stable financial environment for them to support the delivery of new homes. This gives local authorities the security and certainty they need to plan investment, and provides greater confidence about their future rental income to underpin their future house building plans.

At Autumn Budget 2017 the Chancellor of the Exchequer announced that we will raise the Housing Revenue Account borrowing cap by a total of up to £1 billion in areas of high affordability pressure for local authorities that are ready to start building new homes. Local authorities will be able to bid for increases in their caps from 2019/20, up to a total of £1 billion by the end of 2021/22.

Local authorities, as well as housing associations, will also be able to bid for funding from the £9 billion Affordable Homes Programme to deliver more affordable homes, including at a social rent. Funding for social rent will be targeted at areas with acute affordability pressures.
