answer	answer is ministerial correction date of answer 20/10/2014 answer text <p>The annual limit, together with other reforms the Government has made since 2010, is helping to deliver an immigration system which works in the national interest: welcoming migrant workers who will contribute to economic growth, while reducing numbers to a more sustainable level and eliminating abuse.<br><br>The limit was last formally reviewed in 2012 by the Migration Advisory Committee, who recommended no change to its level. The Government has <br>committed to maintaining the limit at 20,700 places per year for at least the remainder of this parliament, to provide businesses with a period of policy stability.<br><br>The limit is working effectively and we continue to monitor its operation. Non-EU net migration was 218,000 in September 2010. We have cut it to 162,000 – down 56,000 under this Government. Five of these (10%) corrected errors in a previous instrument. Not all &quot;errors&quot; in a statutory instrument are drafting errors. Some instruments are withdrawn due to factual errors or changes in policy.The Home Office Legal Adviser's Branch has in place a &quot;three pairs of eyes&quot; check on all statutory instruments made by the Department. The policy instructions must be cleared by a Senior Civil Service official in the instructing unit. Instruments are then drafted by the responsible lawyer and are checked and cleared by the Senior Civil Service team leader. Instruments are then finally cleared by one of two senior lawyers with specialist drafting skills before they are laid. These processes were enhanced and improved in April this year. However, we know that women and girls who come into contact with street gangs are at greater risk of violence, particularly sexual violence.<br><br>The Government report on ‘Ending Gang and Youth Violence’ (November 2011) recognised the importance of tackling gang-related violence on girls, and refers to research by Race on the Agenda (2010:11) which exposed the significant harm that girls associated with gangs can experience. Further research has been undertaken by the Office of the Children’s Commissioner and Bedfordshire University. This was set out in their Interim Report (2012): &quot;I thought I was the only one. We are working across government to ensure the immigration system works in the national interest and will use the findings of this report, including those in respect of labour market regulation, to inform our approach. The Government has already taken action to increase the maximum penalty for National Minimum Wage underpayment from £5,000 to £20,000 per employer, and will now introduce primary legislation so that the penalty can be applied on a per worker basis, substantially increasing the penalty employers have to pay. Last year we created the National Cyber Crime Unit in the National Crime Agency, to lead the national response to cyber crime. We are also investing in the cyber teams in Regional Organised Crime Units, and training police officers in local forces, to ensure we are fully equipped to tackle cyber attacks at every level. answer	answer is ministerial correction date of answer 24/06/2014 answer text <p> </p><p>Tackling all forms of hate crime, including that motivated by hatred of a person's sexual orientation or transgender identity is an issue the coalition Government takes very seriously. <br><br>On 1 May 2014 we published 'Challenge it, Report it, Stop it - Delivering the Government's Hate Crime Action Plan'. This progress report provides an overview of our achievements since the action plan was first published in March 2012 and sets out our key priorities for the remainder of this Parliament. A specific action in the plan includes tackling homophobia and transphobia in sports.<br><br>We are meeting the coalition commitment to improve the recording of hate crimes motivated by sexual orientation and transgender identity and are working with the police and other partners to encourage more victims to come forward. The position in the last year is as follows: <br><br>• Three female employees have been appointed at Director General level becoming <br>members of the Home Office Executive Management Board. The position generally <br>was that 34.39% of staff at Senior Civil Service (SCS) were female compared <br>with the target of 38%. At Grades 6 and 7 the position was that 43.93% of staff <br>were female compared with the target of 45%.<br><br>• 6.21% of staff with a disability were at SCS level compared to a target <br>of 3% and at Grades 6 and 7 the position was that 5.99 % staff had a <br>disability compared with the target of 6%.<br><br>• 10.56% of staff at Grades 6 and 7 were from a minority ethnic background <br>compared to a target of 10%. 4.52% of staff at SCS level were from a minority <br>ethnic background compared with the target of 6%. <br><br>• 5.66% of staff at SCS were lesbian, gay or bisexual compared to the target of <br>5.0%.
