answer	answer is ministerial correction date of answer 27/04/2022 answer text <p>There are a range of safe and legal routes for individuals to come to the UK should they wish to join family members here, or to work or study. They would need to meet the requirements of the relevant Immigration Rule under which they were applying to qualify for a visa.</p><p>While we do not allow asylum claims from abroad, all asylum claims lodged from within the UK, which includes those from Russian nationals, are given full and careful consideration so we do not remove anyone who faces persecution or serious harm on return to their country of origin. Protection is normally granted where a claimant has a well-founded fear of persecution under the Refugee Convention or their circumstances engage our obligations under Article 3 ECHR.</p><p>With regards to the Ukraine Family Scheme, this provides an immediate pathway for people from Ukraine with family already in the UK to come here. This is open to Ukrainians with immediate or extended family settled in the UK. Ukrainians can apply to the scheme from any country, including the UK. The Ukraine Family Scheme allows immediate and extended family members of British nationals, people settled in the UK, and certain others resident here, to come to the country. The UK remains committed to honouring its obligations on climate change, including those contained in the Glasgow Climate Pact. This is unaffected by bilateral agreements signed by the UK, such as the one recently agreed with the Government of Rwanda. answer	answer is ministerial correction date of answer 26/04/2022 answer text <p>The Government believes a robust set of review processes were put in place for Fixed Penalty Notices (FPNs) issued and individuals were given the opportunity to contest FPNs at various stages of the process. The police had no power to enforce FPN payment, this power resides with the courts.</p><p>Each FPN was subject to at least two reviews prior to being formally administered to ensure that it complied with the regulations and meet the level of evidence required. Once issued, individuals can make representations to the issuing force. It was a matter for the respective force to consider how to deal with any representations received.</p><p>If an FPN was not paid within the 28-day statutory payment period, the offence for which the FPN was issued could be prosecuted in court if the prosecuting authority believed they had sufficient evidence for a prosecution.</p><p>Challenge to a FPN can also be taken by way of judicial review in High Court, where a judge would be asked to decide whether or not the police acted lawfully in issuing the fine.
