answer	answer is ministerial correction date of answer 01/11/2019 answer text <p>The Secretary of State has the power to exclude a non-EEA national on the grounds that it is conducive to the public good. An EEA citizen or their non-EEA family member can be excluded or refused admission on the grounds of public policy or public security.
