answer text <p>The evaluation of the 2010 Drug Strategy was undertaken to fulfil the National Audit Office’s recommendations that the Government should develop an evaluation framework to assess the effectiveness and value of money of activities aimed at tackling the misuse of drugs under the 2010 Drug Strategy. Building on the findings from the 2010 Drug Strategy Evaluation, we published the 2017 Drug Strategy which takes a smarter, coordinated approach to tackling the complexity and pervasiveness of substance misuse at a national, local and individual level. <br>We are monitoring the progress of the Strategy, building on existing datasets to reflect our increased ambition to reduce drug misuse and improve rates of recovery, and are reviewing the impact of the strategy through the Home Secretary chaired Drug Strategy Board.</p> more like this

answer text <p>We have established a Drug Strategy Board which includes representation from Government departments and wider partners that are critical to successful delivery of the Strategy, including those in education, health, criminal justice, housing and employment. The Board is chaired by the Home Secretary and its purpose is to oversee and drive implementation of the commitments in the 2017 Drug Strategy. answer text <p>The information requested is not collected centrally.</p><p>The figures in the press release of 29 December provided an early snapshot of enforcement activity since the commencement of the Psychoactive Substances Act (PSA). They were based on voluntary data returned to the National Police Chiefs’ Council by 44 police forces in the United Kingdom covering the period 26 May to 26 November 2016.</p><p>We are undertaking a formal review of the Act and the review will report its findings by late 2018.</p> more like this

answer text <p>The Local Government Association (LGA) has worked in consultation with the Government to develop bespoke guidance for local authorities on the enforcement of the Psychoactive Substances Act 2016 and their new powers. This has been disseminated to local authorities across the country and is available at: http://www.local.gov.uk/web/guest/publications/-/journal_content/56/10180/7838372/PUBLICATION</p><p>In February, we held joint operational workshops with the National Police Chief’s Council for enforcement partners across the UK, including trading standards officers, to raise operational awareness of the Act.</p><p>We have also produced a forensic strategy for all enforcement partners on the new forensic requirements to support prosecutions under the Act.</p> more like this

answer text <p>The Government plans to refresh our approach and build on the balanced 2010 Drug Strategy ‘Reducing demand, restricting supply, building recovery: supporting people to live a drug-free life’ in line with the manifesto commitments including to tackle drugs as a key driver of crime; intervene early to prevent troubled young people being drawn into crime; and review how best to support those suffering from long term drug dependency back into work.</p><p>There are promising signs our approach is working - with a downward trend in drug use over the last decade and more people recovering from their dependency now than in 2009/10.</p><p>A date for the publication of the refreshed approach is yet to be confirmed.</p> more like this

answer text <p>The Psychoactive Substances Bill provides that a substance produces a psychoactive effect in a person if, by stimulating or depressing the person’s central nervous system, it affects the person’s mental functioning or emotional state.</p><p>Psychoactive substances cause an alteration in the individual’s state of consciousness by producing a range of effects including, but not limited to: hallucinations; drowsiness; as well as changes in mood, alertness, perception of time and space, or empathy with others.</p><p>In preparation for the planned implementation of the legislation in April 2016, we are committed to ensuring that there are mechanisms in place to determine the psychoactivity of seized substances in a timely and effective way.</p><p>A forensic strategy to underpin the Bill is being established with input from the Advisory Council on the Misuse of Drugs (ACMD) as well as the Forensic Regulator’s office to ensure that the quality of forensic evidence is maintained to satisfy the evidential standards in court proceedings.</p><p>We will put in place a testing regime that is proactive and can also respond quickly when new substances emerge where evidence of psychoactivity is required. We will build a database of substances and evidence of their psychoactivity, supported by the provision of chemical reference standards.</p><p>The Home Office’s Forensic Early Warning System (FEWS) has a proven record in improving the detection and identification of new substances in the UK, providing chemical reference standards and building capability in the forensic community. Through the expansion of FEWS, the Centre for Applied Science and Technology (CAST) will build on this work to meet any demand related to evidentially assessing psychoactivity. CAST is exploring how we harness existing evidence from the research community, international approaches and published data. As a priority, we will be taking forward the ACMD’s recommendation to develop a system for the biochemical and pharmacological profiling of new compounds.</p>

answer text <p>To protect young people and others from exposure to potentially dangerous substances, the Psychoactive Substances Bill provides for a blanket ban on the supply of psychoactive substances.</p><p>The Bill captures substances supplied for human consumption for their psychoactive effects. Schedule 1 to the Bill contains a wide list of exemptions, developed in conjunction with other government departments, capturing substances already controlled by existing regulation such as food, alcohol, caffeine, tobacco and medicines.</p><p>Further substances can be exempted following consultation between the Secretary of State, the Advisory Council for the Misuse of Drugs and other consultees as considered appropriate.</p><p>The Government does not support a regime which allows for the regulated sale of so called ‘low harm’ psychoactive substances and the regulation-making power in clause 3 is not designed for such a purpose (as evidenced by the absence of any associated provisions in the Bill to regulate the sale of approved ‘low harm’ psychoactive substances).</p>

answer text <p>The Psychoactive Substances Bill, introduced in the House of Lords on 28 May 2015, will tackle the reckless trade in psychoactive substances. The Government attaches a high priority to bona fide scientific research. Schedule 1 to the Bill already excludes all investigational medicinal products and research regulated by the Medicines for Human Use (Clinical Trials) Regulations 2004.</p><p>The Government is engaging with the scientific community so that those conducting bona fide research which involves the human consumption of psychoactive substances fall outside of the scope of the Bill, and expect to table Government amendments on this issue.</p> more like this

answer text <p>We will continue to build on the Drug Strategy launched in 2010 and tackle drugs as a key driver of crime. This balances three key themes to reduce the demand for drugs, restrict the supply and support individuals to recover from their dependence.</p><p>There are positive signs that this approach is working: there has been a long term downward trend in drug use over the last decade, the number of heroin and crack cocaine users in England continues to decline, and more people are recovering from their dependency now than in 2009/10.</p><p>We continue to work with external partners including treatment providers and the Government's independent experts, the Advisory Council on the Misuse of Drugs, in developing new policy.</p> more like this
