answer text <p> </p><p> </p><p>The civil penalty scheme to prevent illegal working was introduced in the Immigration Asylum and Nationality Act 2006 (2006 Act), and came into effect in February 2008. <br><br>Before 2010, the average value of penalties collected under the scheme was 14%. Since 2010, the average value of penalties collected has been 45%. The information requested is in the table attached.
