answer text <p>The Serious Crime Act 2015 introduced a new domestic abuse offence of coercive or controlling behaviour in intimate and familial relationships. The statutory guidance underpinning the offence is clear that financial abuse, such as controlling the victim’s finances, is a type of behaviour that can form part of a purposeful pattern of behaviour over time to exert power, control or coercion over another person.</p><p>In 2017-18 960 offences of coercive or controlling behaviour have been charged and reached a first hearing, more than three times the volume in the previous year. This shows that the offence is having an impact and sends a strong message that coercive or controlling behaviour will not be tolerated.</p><p>On 21 January we published our landmark draft Domestic Abuse Bill and consultation response which will transform the cross-Government response to this devastating crime. The draft Bill includes provisions for a statutory definition of domestic abuse, including economic abuse. Replacing ‘financial’ with ‘economic’ acknowledges how broad this form of abuse is and how many aspects of a victim’s life it can affect, such as limiting their access to fundamental resources such as money, food, transport, employment and housing. This will raise awareness of the issue of economic abuse and also enable frontline professionals and the criminal justice system to better understand, recognise and tackle it, so that victims can be supported to achieve the economic stability that they need.</p><p>The draft Bill is underpinned by a comprehensive package of non-legislative action which we have set out in our consultation response, including a commitment to review the effectiveness of the coercive or controlling behaviour offence to ensure it is fit for purpose and that it adequately protects victims from abuse. In addition, we have committed to update the statutory guidance and CPS legal guidance on the offence to include economic abuse and provide guidance on how this form of abuse can manifest itself as part of a pattern of coercive control</p><p> </p>

answer text <p>The Homelessness Reduction Act 2017 creates a duty on certain named public authorities to refer people to local authorities who may be at risk of becoming homeless.</p><p>Consideration has been given to making the Home Office a named public authority for these purposes in circumstances where a person is leaving asylum accommodation following a grant of refugee status. However, it was considered unnecessary to do this because asylum accommodation providers are already under a contractual duty, which predated the 2017 Act, to refer these cases to the appropriate local authority.</p><p>Asylum seekers who are granted refugee status become eligible to receive assistance with housing from their local authority in the same way as British Citizens or other permanent residents of the UK and are treated as a priority need if they have children or are considered vulnerable.</p> more like this

answer text <p>Accommodation providers are required to provide safe, habitable, fit for purpose and correctly equipped accommodation that complies with the Decent Homes Standard in addition to standards outlined in relevant national or lo-cal housing legislation.</p><p>The contract requires providers to inspect each property every month and UKVI inspects a significant proportion of properties each year to ensure standards are being met. Where asylum accommodation is found to be falling short of the required standards UKVI has procedures in place to hold suppliers to account to quickly resolve the issue.</p> more like this

answer text <p>Training on mental-ill health is integrated throughout the initial police learning programme which all new recruits must complete. The College of Policing sets the standards for training and professional development for police forces in England and Wales.</p><p>The College refreshed its Authorised Professional Practice and accompanying training modules on mental health in 2016. It is the responsibility of Chief Constables and Police and Crime Commissioners, to ensure officers and police staff receive appropri-ate training and that they have regard to the Authorised Professional Practice when discharging their responsibilities.</p><p>Several police forces have, in addition, developed their own mental health training modules in conjunction with local mental health partners</p><p> </p> more like this
