As the recently published progress report sets out, in most respects the UK already complies with, or goes further than the Convention requires. We have significantly strengthened the legislative framework; introduced new protective tools; and issued a range of guidance and support for frontline professionals.</p><p><strong> </strong></p><p>We have always been clear on our commitment to ratifying the Convention. The Domestic Abuse Bill will be another step towards meeting that commitment by extending extraterritorial jurisdiction over offences required by the Convention which, for England and Wales, is the final legislative step necessary for ratification. We are committed to consulting widely as we develop the proposals for the draft Domestic Abuse Bill. We are keen to hear from experts, including charities, service providers and legal experts, to understand their views and ensure that the voices of domestic abuse victims and survivors are heard. This will take place shortly.</p><p> </p><p>As the criminal law and the majority of the areas covered by the Convention are devolved to Scotland and Northern Ireland, the Devolved Administrations are considering what legislative or other changes are necessary for compliance with the Convention in their territories. The Home Office collects recorded fraud data from the National Fraud Intelligence Bureau including fraud classified as NFIB90 which is ‘Other fraud (not covered elsewhere)’. Since then, Po-lice and Crime Commissioners (PCCs) have received broadly flat cash direct resource funding and we are increasing investment in transformation and improved communications and technology capabilities.</p><p>We know that crime is changing, and we are sensitive to current pressures on policing. That is why I have undertaken a programme of engagement with the sector to understand the impact of changing demands, and to hear how the police are managing this. That includes what more can be done to improve productivity and efficiency, reduce bureaucracy, and make prudent use of financial reserves.</p><p>Decisions about the allocation of police resources and deployment of officers are for Chief Constables and democratically accountable PCCs. answer	answer is ministerial correction date of answer 11/12/2017 answer text <p>Good progress is being made in delivering the Government’s action plan in tackling the use of acid and other corrosives substances in violent attacks.</p><p> </p><p>The Sentencing Council has issued an important clarifying note which makes it clear that the use of a corrosive substance is a factor that shows high culpability on the part of the offender and would indicate a greater level of offence seriousness which should be reflected in sentencing. The Sentencing Council are currently developing a new guideline on possession of dangerous weapons and threats to use them which is expected to be ready in early 2018.</p><p> </p><p>On 14 October we published a consultation paper on offensive and dangerous weapons. This included the proposal to create a new minimum custodial sentence for those convicted of a second or subsequent offence of possessing a corrosive substance in public.
