Letters announcing the change to test arrangements have been sent to a range of organisations. Funding and service support is available to all victims including those from the lesbian, gay, bisexual and transgender (LGBT) communities. In 2015/16, the Home Office is providing £120,000 in 2015/16 to the charity Broken Rainbow to run a dedicated national helpline specifically for the LGBT community. answer	answer is ministerial correction date of answer 03/06/2015 answer text <p>The UN Commission on Narcotic Drugs decided by consensus to postpone the consideration of the proposal to place Ketamine in Schedule IV of the 1971 Convention and to request additional information from the World Health Organisation and other relevant sources. The process for providing this information has yet to be defined, however the Government understands that Member State action would be required for the Commission to re-consider scheduling. The Government does not believe that controlling ketamine internationally is appropriate. It could result in reduced access to a substance listed as an essential medicine by the World Health Organisation and widely used as an anaesthetic in low and middle income countries. We will submit evidence outlining our position when appropriate.In the UK, the Government is determined to clamp down on the illegal misuse of ketamine, which leaves young people hospitalised with serious bladder and kidney damage every year, and is detected in a number of deaths every year. This data is based on management information only, and has not therefore been subject to the detailed checks that apply to National <br>Statistics publications. 143 people were relocated to the UK under the Vulnerable Persons Relocation (VPR) scheme between the first group of arrivals on 25 March 2014 and the end of December 2014. The following tables contain data on the number of persons proceeded against at magistrates’ courts and found guilty at all courts of drink-driving offences (table 1), dangerous driving (table 2), and offences relating to driving whilst using a mobile phone (table 3). Data is broken down by police force area from 2009 to 2013.
