answer text
HM Treasury’s analysis into the long-term economic impact of EU membership and the alternatives clearly shows that because of the benefits to the economy, membership of the EU is a good deal for the British taxpayer. These benefits include access to the EU Single Market, including the ability of the EU to negotiate access to global markets.

For every £1 paid in tax a little over 1p goes to the EU. As the Chancellor has said, the impact on tax receipts of leaving the EU would be significant; to offset the economic loss, this could mean an increase in taxes equivalent to an additional 8p on the basic rate of income tax. The UK’s financial contribution therefore offers value for money.

Further explanation of these figures and the impact of leaving the EU on public finances can be found in HM Treasury’s analysis into the economic impact of EU membership, available at the following link: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/517415/treasury_analysis_economic_impact_of_eu_membership_web.pdf

answer text
No specific assessment has been made of the effectiveness of cross border co-operation in reducing the level of fuel laundering. However, tax gap figures published on 22 October 2015 in the document at the link below estimates the market share for all illicit diesel in GB mainland as or just under 1%, and 8% in NI for 2013/14. This amounts to about £100m for UK as a whole. Petrol fraud is negligible.

https://www.gov.uk/government/statistics/measuring-tax-gaps

HMRC fights fraud on a wide range of fronts, from special units performing thousands of roadside checks to raiding laundering plants. Additionally, the UK has recently implemented an improved marker for rebated fuel, which will make it much harder to launder marked fuel and sell it at a profit. Ireland has also introduced the same new marker as the UK.

HMRC works closely with the Revenue Commissioners in the Republic of Ireland to fight fuel fraud, including regular exchange of information and joint operational activity.

answer text
The international standards for anti-money laundering and counter terrorist financing are set by the Financial Action Task Force of which the UK is a leading member. The UK has a comprehensive anti-money laundering and counter-terrorist financing regime, and we are committed to ensuring our financial system is a hostile environment for criminal finances. The UK was last assessed by the FATF in 2007 and our high level of compliance with the standards exempted us from the detailed follow-up most countries must complete. The UK will next be evaluated beginning in 2017 and the Treasury and Home Office are already making the necessary preparations for this assessment.

To this end, the Government recently published the UK’s first National Risk Assessment of money laundering and terrorist financing which is a requirement of the FATF standards. We are now preparing an Action Plan to address the findings of the NRA. The Action Plan will be a core component of our preparations for our FATF evaluation.

The FATF has now completed fourth round evaluations of Spain, Belgium, Norway, Australia, and Malaysia to assess both technical compliance and effectiveness. These reports, and those of the previous rounds, are publicly available on the FATF website (www.fatf-gafi.org).
