It has established the independent Financial Conduct Authority (FCA) and given them the responsibility, enshrined in law, to promote effective competition in the interest of consumers. answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>In October 2010 the Government published the conclusions of a 2-year feasibility study into tidal power on the Severn estuary, including a regional economic impact assessment.
