answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>The United Kingdom is committed to the implementation of the Peace Accords of 2016, and we remain steadfast in our support of the Colombian authorities as they seek to ensure sustainable peace in Colombia. We are proud to be the penholder on the issue at the United Nations Security Council, and have committed almost £45 million over 5 years through the United Kingdom Conflict Stability and Security Fund for Colombia to support development across conflict-affected regions. As a Human Rights Priority Country, our Embassy in Colombia also provides significant programming to help at-risk human rights defenders and to tackle the legacy of sexual violence from Colombia's decades-long conflict.</p><p>The British Government undertakes extensive risk assessments when designing projects in Colombia and deciding which to fund, including any potential negative impact on human rights or the peace process. This includes the OSJA process, which ensures any United Kingdom overseas security and justice assistance (OSJA) work meets our human rights obligations and our values. The Government expects United Kingdom companies to comply fully with UN guiding principles on human rights in that country, and the FCO works to support and promote responsible practice by United Kingdom companies internationally.</p><p>We regularly call for the prioritisation of a human rights agenda in Colombia, most recently at the UN Security Council on 13 January. answer	answer is ministerial correction date of answer 18/02/2020 answer text <p>As a member of the UN Security Council the UK has a long-standing role in supporting sustainable peace in those areas of Sudan where UN peacekeeping missions are in place (Darfur and Abyei). This includes the UK's commitment to funding peacekeeping missions globally through the &quot;assessed contribution&quot; system and our role as the penholder, alongside Germany, on the mandate for the UN/African Union (AU) peacekeeping mission in Darfur (UNAMID). This work has helped to ensure that the peacekeeping presence addresses the needs on the ground. We also welcomed the UN Security Council decision to extend the UNAMID mandate until 31 October while options for any future presence are developed. We continue to work with the UN, AU and the Government of Sudan to consider the appropriate scope of UN support to Darfur and Sudan.</p><p>We commend the role that UNAMID has played in the protection of civilians in Darfur since its creation in 2007 and its work to assist in bringing stability to the region. One of the largest factors influencing the effectiveness of the UNAMID mandate and its implementation has been the approach of the Government of Sudan. This has seen significant shifts since the revolution of 2019, including progress in peace talks on Darfur. We are encouraged by the recently appointed civilian-led government's pledge to facilitate unfettered access across Sudan, including in Darfur, for the UN. We remain concerned of reports that this has not been consistently implemented and continue to make clear the importance of unfettered access across Sudan for humanitarian actors and the UN at the highest levels.</p><p>We welcome the priority the civilian-led government of Sudan has given to securing a peace deal for Darfur, and the progress made in talks in Juba with armed opposition groups. Addressing the long-term drivers of conflict will contribute to the success of Sudan's transition to democracy and economic recovery. We will continue to work with UN Security Council members to ensure this is extended and that the mission continues to have a mandate that focuses on: protection of civilians; human rights; peace process support; and humanitarian aid delivery. We continue to assess that these core tasks remain relevant and important, including as the peace process moves into the next phase if a government of national unity forms by the 22 February deadline.</p><p>As a member of the UN Security Council, the UK has a long-standing role in supporting the peace process in South Sudan and supporting UNMISS. This includes the UK's commitment to funding peacekeeping missions globally through contributed funds of £51.45m (in FY 2018/19) and circa 300 UK peacekeepers who have provided medical and engineering support to UNMISS since 2016.</p><p>Successes of the UK military contribution includes the building of a UN hospital in Bentiu, the upgrading of 15km of road used to deliver vital food and aid, as well as making a wider contribution to UN peacekeeping reform. In particular we commend the role that UNMISS and its leadership have played in the protection of civilians in South Sudan, and supporting both to human rights work and the peace process.</p><p>One of the largest factors influencing the effectiveness of the UNMISS mandate and its implementation has been the approach and the political will of the Government of South Sudan and opposition groups. The number of access issues has reduced since the signing of the 2018 peace agreement, but we are concerned by continued denials of access and hope this will improve as the peace agreement is implemented in full. A Judicial Review on the Cayman Islands Referendum Law was heard on 22-23 January, with the judgment expected later this month. As this is a devolved matter and currently subject to Judicial Review it would not be appropriate for the Foreign and Commonwealth Office to intervene. answer	answer is ministerial correction date of answer 13/02/2020 answer text <p>The British Government works closely with its Overseas Territories, including the Cayman Islands, to help build local resilience to disasters. The Governor's Office and Hazard Management Cayman Islands jointly develop policy and deliver operational responses to disasters.</p><p>Recent initiatives include a Foreign and Commonwealth Office funded project to develop a more effective early warning system to provide timely information to the public during sudden onset disasters such as earthquakes and tsunamis. The Governor's Office alongside the Ministry of Defence are also developing a new Defence Regiment in the Cayman Islands which will provide a step change in the support available to the civilian authorities following a disaster. In addition the United Kingdom is supporting projects on public information campaigns, training for first responders and the provision of new satellite emergency communications equipment. In 2019 the United Kingdom part funded the purchase and running costs of a new helicopter for the Royal Cayman Islands Police Air Operations Unit. This enables the authorities to provide effective damage assessments, search and rescue and medevac services in Cayman and other British Overseas Territories following disasters. The helicopter was used to provide emergency relief in the Bahamas following Hurricane Dorian in 2019 and for damage assessments following the earthquake which struck the Cayman Islands on 28 January. The Royal Fleet Auxiliary ship, RFA Mounts Bay, has been deployed to the region for the past 3 years and has provided immediate humanitarian assistance to the three British Overseas Territories, Anguilla, the BVI and TCI which were devastated by Hurricanes Irma and Maria in 2017 as well as to the Bahamas in the immediate aftermath of Hurricane Dorian in 2019.
