answer text <p>The UK Government recognises that conscientious objection can be regarded as a human right under Article 18 of the International Convention on Civil and Political Rights. The UK co-sponsored a UN Human Rights Council resolution on conscientious objection to military service in 2013. It is important that all states live up to their international obligations to protect freedom of thought, conscience and religion. The UK Government does not specifically monitor respect for conscientious objection in individual countries.</p> more like this

answer text <p>We regularly discuss human rights and reform with the Government of Bahrain - including at the biannual UK-Bahrain Joint Working Group meeting which was most recently held in November 2015. The UK continues to encourage the Government of Bahrain to meet its human rights obligations, including the treatment of detainees in detention, and to honour all conventions to which it is a party. We are aware of the case of Hassan Mushaima and have raised it with the Government of Bahrain.</p> more like this

answer text <p>We are considering the report carefully. The UK Government consistently and unreservedly condemns torture and cruel, inhuman or degrading treatment or punishment and it is a priority for us to combat it wherever and whenever it occurs. We are aware of ongoing allegations against Ministry of Interior personnel and we have expressed our concerns to the authorities. The Government of Bahrain has previously committed to consider ratifying the Optional Protocol of the Convention Against Torture. The UK strongly supports this and we have been working with the authorities to share best practice on torture prevention measures. We also continue to ask the Government of Bahrain to allow a visit of the UN Special Rapporteur on Torture.</p> more like this

answer text <p>The Government of Bahrain set out its own programme of reforms to implement the recommendations of Bahrain’s Independent Commission of Inquiry in 2011 and to respond to recommendations made at the UN Universal Periodic Review of Bahrain’s human rights situation. Our assistance supports Bahrain’s reform programme and is focussed on strengthening human rights and the rule of law. We welcome progress made in areas including: youth justice; the establishment and increasing effectiveness of the Ombudsman’s office, the Prisoner and Detainees’ Rights Commission and the reformed National Institute of Human Rights.
