We regularly discuss with Morocco the importance of full respect for human rights in Western Sahara, including in discussions at the UN Security Council, and during my visit to Rabat in March. However, we also welcome the facilitation by the government of Morocco of access to the Territory for United Nations special procedures mandate holders. I recently made a statement warmly welcoming the government of Morocco's announcement that the process to ratify the OPCAT will be completed imminently. We understand he spent four months in detention in 2011 before his case was moved from the National State Safety Court to the civilian courts, as recommended by the Bahrain Independent Commission of Inquiry, where he was sentenced to one month in prison. We understand that he appealed the verdict and was acquitted by the High Appeal Civilian court.
