The UK has not been directly involved in investigations undertaken by the Joint Incident Assessment Team, but has supported its development and delivered two training sessions in Saudi Arabia on the process for investigating alleged IHL violations. The UK continues to believe that the Coalition has the best insight into its own military procedures and will be able to conduct the most thorough and conclusive investigations. answer	answer is ministerial correction date of answer 16/01/2017 answer text <p>The Ministry of Defence (MOD) monitors and analyses incidents of alleged International Humanitarian Law (IHL) violations using available information which in turn is used by the Foreign and Commonwealth Office (FCO) to form an overall view on the approach and attitude of Saudi Arabia to IHL. The FCO is not acting to determine whether a sovereign state has or has not acted in breach of IHL, but instead as Criterion 2(c) requires – acting to make an overall judgement.</p><p>It is important to make clear that neither the MOD nor the FCO reaches a conclusion as to whether or not an IHL violation has taken place in relation to each and every incident of potential concern that comes to its attention. answer	answer is ministerial correction date of answer 09/01/2017 answer text <p>More than 90 Saudi civilians have lost their lives in this conflict, through shelling over the border into Saudi Arabia, and more than 500, including women and children, have been injured. The Houthis have frequently fired mortar bombs and rockets into Saudi territory. In October, the Houthis launched a Scud missile which flew 300 miles into Saudi Arabia, exploding outside Taif, a city the size of Birmingham that has a population of 1.2 million and lies close to Mecca. It is critical that all parties renew their commitment to a Cessation of Hostilities for the sake of the people of Yemen. It is for every party to a conflict to assess the concrete military advantage it is seeking to achieve against other factors, which include any incidental harm to civilians or damage to civilian objects, which would be excessive in relation to that military advantage</p><p>The UK welcomes the release by the Coalition's Joint Incidents Assessment Team (JIAT) of the outcome of an initial investigation into reports of an airstrike hitting a funeral hall in the Yemeni capital Sana'a on 8 October. Our consideration of the reports will be used to contribute to our overall view on the approach and attitude of Saudi Arabia to IHL, as part of all the information available to us. This, in turn, informs the risk assessment made against the Consolidated Criteria.</p><p>We continue to monitor the situation closely, seeking further information where appropriate.
