Neither the UK nor the international community recognises the unilateral decision made by the Partiya Yekitiya Demokrat (PYD) to form a temporary administration in the Kurdish areas of Syria. The UK has consistently made it clear to the PYD that they need to demonstrate commitment to pluralism, respecting other political forces within the Kurdish areas rather than linked to the regime, and willingness to co-operate with the National Coalition. It will be for the Syrians to decide the exact nature of the settlement including whether an autonomous region will be created for the Kurds in Syria.</p><p>We appreciate the difficulty in delivering aid in northern Syria as a result of insecurity. The only way to end the violence, and counter the Islamic State of Iraq and the Levant, is through inclusive governance which can represent all communities, free from Assad. The UK continues to believe that a negotiated political transition in Syria, in line with the Geneva communiqué, is the only way to end the conflict and alleviate Syria’s humanitarian crisis. That is why the UK has donated £700 million to support refugees in the region, making us the second largest bilateral donor after the USA. We have made our position on this clear in relevant discussions with other EU Member States. answer	answer is ministerial correction date of answer 21/01/2015 answer text <p>I discussed the issue of Syrian refugees with the Lebanese Prime Minister and the Speaker for Parliament when I visited Lebanon in December. I paid tribute to Lebanon’s generosity towards over 1.1 million registered refugees, and made clear that the UK’s support for Lebanon, which has now reached around £160 million since the start of the Syria crisis, will continue. Following the announcement of new border regulations by the Lebanese authorities, our Ambassador in Lebanon, alongside EU partners, reiterated to the Lebanese Prime Minister the international community’s concern that the new border regulations should provide adequately for the most vulnerable humanitarian cases. The UK is a leading member and the group most recently met at senior official level on 10 November 2014 in London. There are currently no fixed plans for a next meeting but the group will reconvene when it is appropriate to do so. answer	answer is ministerial correction date of answer 09/01/2015 answer text <p>We had regular discussions with Hadi al-Bahra, while he was President of the Syrian National Coalition, most notably through the UK Special Representative for Syria. The UK Special Representative last met President al-Bahra on 18 December. I held detailed discussions with President al-Bahra on the situation in Syria when they met in London on 10 November 2014. All of these discussions covered the humanitarian situation throughout the whole of Syria as well as UK support to the Syrian opposition and the wider political process.</p><p> </p><p>The Department for International Development have already responded to the urgent needs of Syrian refugees that have fled from Kobane to Turkey, by working with the relevant authorities and our partners to provide mattresses, non-food items and shelter for distribution to the most needy families. We are providing a range of support to Syrians to help save lives, bolster civil society, counter extremism, promote human rights and accountability, deliver basic governance and help lay the foundations for a more peaceful and inclusive future for Syria.</p><p> </p><p>As part of this, in the past 12 months the Government has provided £2.3 million in support for local governance in opposition-controlled areas in Syria. This funding has enabled the training of local officials to help them ensure the provision of essential services to ordinary Syrians in their towns and villages, including vital infrastructure repair and rehabilitation projects which meet the needs of local people. We plan for this project to continue for at least one more year.
