This concern has been reflected in Commonwealth statements as early as the Langkawi Declaration on the Environment in 1989. Under UK chairmanship at the 2018 Commonwealth Heads of Government Meeting, leaders reaffirmed their commitments under the Paris Agreement. The Government is now using it's diplomatic network to support mitigation and adaptation across the Commonwealth. For example:</p><p> </p><p>· In Asia, Malaysia has confirmed its interest in partnering with the UK to develop an emissions calculator. The calculator is an open source energy and emissions tool developed by the UK to allow countries to explore and develop strategies to reduce greenhouse gas emissions.</p><p> </p><p>· In Africa, the UK has provided £500,000 to support the Commonwealth’s Climate Finance Access Hub based in Mauritius. The Hub will help small and vulnerable countries access international sources of finance to support adaptation and mitigation.</p><p> </p><p>· In the Caribbean, the UK is helping four countries – Belize, Grenada, Jamaica, and St Lucia – to prepare detailed disaster risk profiles to aid efforts to increase their resilience to natural disaster. This work builds on existing support from the World Bank and is expected to be extended across the region over the next year.</p><p> </p><p>· In the Pacific, the UK has pledged £1.2 million to support the establishment in Fiji of a Regional Nationally Determined Contribution Hub. answer	answer is ministerial correction date of answer 01/12/2016 answer text <p>Climate change is one of the important global issues that the Foreign and Commonwealth Office (FCO) works on through diplomacy. In doing so, we work closely with other government departments including the Department for Business, Energy and Industrial Strategy.</p><p>The FCO has staff working on climate diplomacy both in London and overseas.</p><p>Overseas, staff numbers include UK-based and locally engaged staff. We have identified activity allocated towards 'Climate Change/Low Carbon Economy/Energy Security' on our financial systems. These figures rely on individual staff member's recording of their activities, and show numbers of FCO staff Full Time Equivalent (FTE) who spend some time in this policy area. The resource is allocated as part of broader geographical activity so exact numbers can change. Hence we are able to provide a snapshot of the number of staff at a point in time. In January 2016, 149 FTE members of staff were working on climate change and energy issues across our network of embassies, high commissions and other overseas posts, of which 72 staff worked on these issues full-time. In January 2015, 158 FTE members of staff worked on climate change and energy issues, of which 79 were devoted to these issues full-time. In January 2014, 177 FTE staff undertook this work, of which 86 were devoted full-time. And in March 2013, 177 FTE staff members worked on these issues, of which 72 were devoted full-time. Our next set of updated figures will be available in the New Year.</p><p>In London, the following figures reflect our best estimates of staff working specifically on climate change as part of units primarily focused on climate and energy. Currently there are 8 FTE members of staff working on climate change. In September 2015, 16 FTE members of staff were working on this issue. In September 2014, 20 FTE members of staff were working on it. Of these, 72 staff were working full-time on Climate Change and Energy issues.</p><p>As of June 2016 nine full-time equivalent staff in London work directly on climate change issues.</p><p>The Foreign and Commonwealth Office allocation of resource is kept under regular review as staff and local priorities change, so there is a quite regular flux in numbers and locations. answer	answer is ministerial correction date of answer 05/09/2014 answer text <p>Ministers have endorsed the Foreign and Commonwealth Office's (FCO) climate change priorities, including work with the Foreign Secretary’s Special Representative, the Department for Energy and Climate Change and other Government Departments and our global network of climate attaches. This is in support of the Government’s aim of achieving a global agreement to reduce greenhouse gas emissions through the UN in Paris in December 2015. We work closely with international partners, including through FCO Programme Funds. Recent examples of impact include China launching seven regional Emissions Trading Schemes; international promotion of the UK’s Climate Change Act with influence among some 60 countries taking forward climate laws; and under the UK’s 2013 Presidency, the G8 recognising that climate change presents a risk to global security. We also promote UK low carbon and environmental goods and services, with UK exports valued at £3.4 trillion in 2011/12 and UK ranked sixth globally with a market share of 3.7%. answer	answer is ministerial correction date of answer 04/09/2014 answer text <p>The Foreign and Commonwealth Office (FCO)’s Total Direct Expenditure on ‘Climate Change/Low Carbon Economy/Energy Security’ over the last 5 years are as follows:</p><p>2009/10 £28,796,697<br>2010/11 £25,892,831<br>2011/12 £21,926,636<br>2012/13 £18,958,265<br>2013/14 £15,823,777</p><p>These figures include Prosperity Fund project spend and salaries. The figures exclude management, support and indirect costs/overheads.</p><p>The reduction in spend has occurred within the context of the wider Government and FCO budgetary reductions necessitated by the biggest budget deficit in the UK's peacetime history inherited from the previous administration. We have been able to target our climate change spending where the FCO can have the most impact.</p><p>Climate change and energy/resource security remain high-level foreign policy priorities. This includes the Foreign Secretary’s Special Representative on Climate Change. We have the full time equivalent of 70 staff dedicated to climate change and energy work across our overseas network.
