<p>Gibraltar and the United Kingdom form part of a single Member State of the European
Union. As per Article 355 (3) TFEU (formerly Article 227(4) Rome Treaty), "the
provisions of the Treaties shall apply to the European territories for whose external
relations a Member State is responsible". Gibraltar's EU membership is, however,
subject to qualifications as set out in the 1972 Accession Act. In particular, EU
treaties covering the Customs Union, free movement of goods, VAT rules, the Common
Agricultural Policy and the Common Fisheries policy do not apply to Gibraltar.</p>
