<p>The footage broadcast by British media on 17 July was shocking. I welcome President Biya's decision to open an urgent investigation. Any member of the Cameroonian security forces found to have been involved in human rights violations must be held accountable. There is no justification for such appalling acts. The UK's position on human rights is clear: they are universal and must apply equally to all.</p>
