answer text <p>28,040 individuals were in receipt of a personal health budget as of 2017-18 Q4.</p><p>In terms of the total cost of personal health budgets for each of the last three years, these figures are not held centrally, as it is clinical commissioning groups who have the duty to commission and deliver personal health budgets.</p><p>Personal health budgets use existing National Health Service money that would already have been spent on an individual, in a different way that meets the individual’s identified health needs. Evidence suggests that at worst, personal health budgets are cost-neutral, whilst demonstrating an ability to improve outcomes and enhance quality of life.</p><p> </p> more like this

answer text <p>Like all local areas, West Sussex local authorities and clinical commissioning groups have pooled budgets under the Better Care Fund (BCF) for the purposes of integrated care, and developed BCF plans according to their local needs. All local areas, including West Sussex, have approved BCF plans in place for the current BCF round (2017/18 and 2018/19).</p><p> </p><p>The BCF has incentivised collaborative working in local areas. West Sussex, like many other local areas, voluntarily pooled more BCF funds than required. Their local health and care leaders also indicated that the overall delivery of the BCF has improved joint working and integration of health and social care in their area.</p><p> </p><p>The National Health Service and local authorities in Sussex and East Surrey are also in the process of developing their Sustainability and Transformation Partnership, which is committed to closer joint working between health and social care.</p> more like this

answer text <p>From 30 March 2019, the United Kingdom will no longer be a Member of the European Union. However, under the terms of the implementation period agreement regulatory standards and market access for all medicines will continue on current terms.</p><p> </p><p>Common rules will remain in place and the UK may continue to participate in EU agencies and bodies where the presence of the UK is necessary and is in the interests of the EU, or where the discussion concerns acts addressed to the UK and its citizens. The exact nature of this participation will be a matter for further discussion.</p><p> </p><p>Regarding the future relationship, the Prime Minister's Mansion House speech outlined that we will explore the terms on which the UK could remain part of the European Medicines Agency. The Government recognises the importance of a close and cooperative relationship between the UK and EU in the field of medicines regulation. We are committed to engaging in these negotiations in good faith with the aim of moving swiftly to the substantive discussions for our future relationship. While it would not be appropriate to pre-judge the outcome of the negotiations, we will discuss with the EU and Member States how best to continue cooperation in medicines regulation.</p><p> </p><p>With regard to a UK medicines agency, the UK already has such a body, in the national regulator for medicines, the Medicines and Healthcare products Regulatory Agency (MHRA), with over 30 years’ experience licensing new medicines. Indeed, the vast majority of medicines - around 90%- on the UK market received a national, UK licence issued by the MHRA.</p>

answer text <p>NHS Digital’s Personal Social Services Survey of Adult Carers in England is a national survey that seeks opinions of carers aged 18 or over supported by local authorities. In 2016/17 a question was added to the survey to examine the impact on carers’ health.</p><p> </p><p>Results showed that nearly 20% of carers reported that in the last 12 months, their health had been adversely affected by their caring role and made an existing condition worse.</p><p> </p><p>The carers survey asks a range of questions linked to carers’ wellbeing. Its main overarching measure of wellbeing is carer-reported quality of life. In 2016-17, carer-reported quality of life score was 7.7 out of 12 in England. This is calculated by combining individual responses to six questions asked in the survey on occupation, control, personal care, safety, social participation and encouragement and support of carers. This measure has been falling over time from 8.1 in 2012-13, to 7.9 in 2014-15 to 7.7 in 2016-17.</p><p> </p><p>The Department will monitor these figures as a time series develops in future years.</p><p> </p><p>The Government is committed to continuing to support carers to provide care as they would wish, and to do so in a way that supports their own health and wellbeing, employment and other life chances. On 5 June, the Government published the Carers Action Plan which sets out a cross-Government programme of targeted work to support carers over the next two years.</p><p> </p><p>National Health Service mental health services are available for people with poor mental health, including carers, with the Improving Access to Psychological Therapies (IAPT) programme providing treatment for adult anxiety disorders and depression in England. One IAPT service for in North Somerset has helped more than 500 carers with therapy and support since launching three years ago.</p><p> </p><p>The Carers Action Plan highlights further activity that the Department and its arm’s length bodies are putting in place to improve support for carers who need support with their mental health. This includes Public Health England’s intention to run a national public mental health campaign to help people become informed about factors that may influence their mental health, including being a carer, as well as the recent Green Paper, Transforming Children and Young People’s Mental Health, which was published in December 2017 and which recognises the mental health needs of young carers.</p>

answer text <p>Section 26 of the Mental Health Act 1983 establishes a hierarchy of people that may be identified as a person’s nearest relative when that person is detained under the Act.</p><p> </p><p>The nearest relative role is important in that it provides a safeguard for people who are detained and ensures that the person’s family has a statutory role in their care.</p><p> </p><p>The provision for the elder or eldest of a specific type of person, for example the detained person’s eldest son or daughter, to be identified as nearest relative, is to make sure that it is clear which person should be given this responsibility.</p> more like this
