answer text <p>The change to the law to allow access to cannabis-based products for medicinal use does not change existing rules and policies on recreational use and misuse of cannabis. The Government has no plans to legalise cannabis and the penalties for unauthorised supply and possession remain unchanged.</p><p> </p><p>Access to medicinal cannabis is strictly controlled. It must be prescribed by, or under the direction of, a specialist doctor on the Specialist Register of the General Medical Council. The specialist must consider all licensed medicines before prescribing any unlicensed cannabis-based medicine and such a prescription must be in the patient’s best interest, taking into consideration the evidence of benefit and potential for harm to that particular patient.</p> more like this

answer text <p>The NHS Long Term Plan published in January 2019 sets out the Government’s ambitions to see 55,000 more people surviving cancer for five years in England each year from 2028 and three quarters of all cancers detected at an early stage by 2028. To achieve these targets, we will need to make significant progress on survival across all cancers, including pancreatic cancer.</p><p> </p><p>NHS England will shortly be introducing a Faster Diagnostic Standard of 28 days for all cancer patients which, when taken together with the 62-day referral to treatment standard, will mean that all patients should expect to start their treatment within 34 days of diagnosis. This is a maximum, and trusts should continue to treat patients more quickly particularly where there is a strong clinical need.</p> more like this

answer text <p>It is the responsibility of local providers and commissioners of NHS services to make the reasonable adjustments required by the Equality Act 2010 to ensure that disabled people, including those with hearing impairments, are not placed at a disadvantage compared to non-disabled people.</p><p> </p><p>Additionally, under the NHS Constitution for England, National Health Service organisations are required to provide high quality comprehensive services, based on clinical need, which do not discriminate between patients on the basis of disability, including people with hearing impairments.</p><p> </p><p>In order to reduce the unacceptable variation in the provision of accessible information and communication support to disabled people, all organisations in England that provide NHS care or publicly-funded adult social care have been legally required to follow the Accessible Information Standard since 1 August 2016. This ensures that people with a disability, impairment or sensory loss are provided with information they can easily read or understand, with support, so they can communicate effectively with services. This will help ensure that they receive an improved standard of care and be more involved in how that care is delivered.</p>

answer text <p>Young people play a pivotal role in the stem cell landscape. Research has identified that younger donors offer the potential for better patient outcomes and a greater chance of survival. In 2017, 82% of people who donated their stem cells were male, and 58% were men aged 30 and under. In acknowledgement of this fact, the Department provides funding to Anthony Nolan and NHS Blood and Transplant (NHSBT) to support recruitment of young male donors.</p><p> </p><p>In 2017 69% of new potential donors recruited to the United Kingdom registry were under the age of 30, and 40% of new potential donors were male.</p><p> </p><p>The Department also funds Anthony Nolan and NHSBT to improve equity of access to unrelated donor stem cell transplantation for Black, Asian, Minority and Ethnic (BAME) patients through targeted recruitment to the Anthony Nolan and the NHS Stem Cell Registry.</p><p> </p><p>The Department has provided more than £26 million to NHSBT and Anthony Nolan for stem cell donation since 2011 and have set very specific targets about the proportion of donors that must be from BAME backgrounds; for example, in this financial year, Anthony Nolan will continue to target more than 35% of the umbilical cords stored in the UK Cord Blood Bank to be donated by mothers from BAME backgrounds.</p>

answer text <p>We know that aids and adaptations can greatly enhance the quality of life of older and disabled people, including those with arthritis, in addition to supporting them to be as independent as possible in their own homes.</p><p> </p><p>The Disabled Facilities Grant (DFG) supports disabled people, on low-incomes, to adapt their homes to make them safe and suitable for their needs. Funding had already increased year-on-year, rising from £220 million in 2015-16 to £431 million in 2017-18. The Autumn Budget 2017 provided an additional £42 million for the remainder of the 2017-18 financial year. The grant is £468 million in 2018-19 and funding will rise further to £505 million by 2019-20.</p><p> </p><p>An independent review of the DFG has recently completed. It assesses how the DFG is currently working, and makes evidence-based recommendations on how it could change in the future. It also considers wider adaptations issues including how the DFG might need to adapt to the changing aids and adaptations market and whether it could support the adoption of new innovations and technology, and new designs. The Department of Health and Social Care, together with the Ministry of Housing, Communities and Local Government, is carefully considering the recommendations and next steps.</p><p> </p><p>Personal health budgets are another way the National Health Service is giving people more choice and control of the services they receive. Personal health budgets can be spent on a range of things agreed as part of a care plan, including community equipment such as aids and minor adaptations.</p>

answer text <p>In December 2017, the Government published the Life Sciences Sector Deal, which detailed our commitments to taking forward the ambition in the Life Sciences Industrial Strategy. This included implementing the response to the Accelerated Access Review, which sets out a plan to increase the rate of uptake of innovative products.</p><p> </p><p>In delivering this response, the Government has brought together the key Government, National Health Service and industry partners to form the Accelerated Access Collaborative (AAC) which will drive the uptake and adoption of innovation in the NHS, identifying and supporting the innovations that will be most transformative for patients.</p><p> </p><p>The AAC will oversee the Accelerated Access Pathway, streamlining regulatory and market access decisions, and providing additional support to increase uptake of the most transformative innovations.</p> more like this
