answer text <p>Tobacco is responsible for approximately 80,000 deaths a year in the United Kingdom, and causes approximately one in four UK cancer deaths. It also costs our country £21.8 billion a year and puts a huge burden on the National Health Service. Latest estimates from Action on Smoking and Health put the cost of smoking to the NHS and social care at £3 billion a year.</p><p>All smoked tobacco is extremely harmful, including pipe smoking. Smoking is the main driver for conditions such as lung cancer and severe chronic obstructive pulmonary disease, and is a major factor for others such as premature cardiovascular disease.</p><p>Data from the Office for Health Improvement and Disparities Smoking Profile showed that in 2019/20 there were an estimated 448,031 smoking attributable hospital admissions, but we cannot differentiate by the type of tobacco. As such, the Department does not hold data on the annual costs to the NHS of pipe smoking, nor data on the number of hospital admissions for issues related to pipe smoking in the last 12 months, five years, or 20 years.</p>

answer text <p>Smoking is the number one entirely preventable cause of ill-health, disability and death in this country. It is responsible for 80,000 yearly deaths in the United Kingdom and one in four of all UK cancer deaths. Smoking is closely associated with poor mental health and wellbeing, as people with mental health conditions die 10 to 20 years earlier, with smoking contributing significantly to this. At the end of quarter three of 2023/24, 37 out of 48 Mental Health services identified as eligible under the NHS Long Term Plan, are reporting that they are delivering tobacco dependence treatment services.</p>

answer text <p>There are no current plans to expand the Swap to Stop programme to include nicotine replacement therapies or stop smoking medicines, as they are already routinely provided by local Stop Smoking Services.</p><p>The Swap to Stop programme has been developed to provide smokers with more choice by providing the option of accessing free vapes to support quit attempts, in addition to the existing offer. This programme includes expert support provided by local Stop Smoking Services.</p><p>Stop Smoking Services continue to enable smokers to access a combination of behavioural support from a trained advisor as well as medicines and medicinally licensed nicotine replacement therapy for up to 12 weeks.</p> more like this

This offer includes expert support provided by local stop smoking services.</p><p>Medicinally licensed nicotine replacement therapies are already available to smokers via prescription or voucher. Stop smoking service data suggests that 69% of 176,566 stop smoking service users accessed licensed nicotine replacement therapy in 2022/23. Whilst there is not currently a medicinally licensed vape, the Medicines and Healthcare products Regulatory Agency stands ready to support a future medicinally licensed vaping product should industry come forward with a successful candidate.</p> more like this

answer text <p>The Public Health Grant will increase over the current spending review period, rising to nearly £3.6 billion in 2024/25 and continues to support local authorities to provide a range of public health services, including stop smoking services.</p><p>Latest figures from 2021/22 show that local authorities reported spend of £68 million on local authority led stop smoking services, with further reported spend of nearly £12 million on wider tobacco control.</p><p>Local authorities are best placed to identify the groups within their community where resources should be focused to reduce smoking harms. We continue to work with HM Treasury regarding tobacco taxation and revenue funding, including reviewing options to raise additional funds for smoking cessation services.</p> more like this

answer text <p>Adult smoking rates are at their lowest level in England at 12.7%. The public health grant continues to support local authorities to provide a range of public health services, including stop smoking services. Latest figures from 2021/22 show that we provided £68 million to local authority led Stop Smoking Services, with further reported spend of just under £12 million on wider tobacco control.</p><p>We continue to roll out the NHS Long Term Plan commitments for delivery of National Health Service tobacco dependence treatment services for those admitted to hospital and pregnant smokers. The NHS allocated £35 million spend over 2022/23 and will do so again this year.</p><p>To meet our ambition to be Smokefree by 2030, on 11 April 2023 the Government announced a range of new measures to help people quit smoking. This included a national Swap to Stop scheme to deliver one million vapes to help smokers quit, and a financial incentive scheme to support pregnant smokers to quit smoking.</p>
