answer text <p>Ministers from the Department of Health and Social Care and the Ministry of Housing, Communities and Local Government have discussed this issue.</p><p> </p><p>We know that there is clear evidence that drug and alcohol misuse is common among people with mental health problems and that people with co-occurring substance misuse and mental health conditions are too often unable to access the care they need.</p><p> </p><p>To help improve access to services, Public Health England has developed guidance to support a ‘no wrong door approach’ to commissioning and provision of joined up services for people with a dual diagnosis of mental health and substance misuse problems.</p> more like this

answer text <p>The Government is committed to supporting services to deliver the Early Intervention in Psychosis (EIP) access and waiting time standards.</p><p> </p><p>The latest data indicates that the National Health Service is exceeding the waiting time target of at least 60% of patients accessing EIP services within two weeks by 2020/21. In September 2018, 76.1% of patients were accessing the services within this time frame.</p><p> </p><p>On the element of the standard on access to the National Institute for Health and Care Excellence (NICE)-concordant care, NHS England gathers and compiles data on rates of access to NICE-recommended treatments through EIP services for people experiencing first episode psychosis. It has established an expected trajectory for year-on-year improvements in access rates and EIP teams undertake an annual, audited self-assessment to gauge progress against this.</p><p> </p><p>In addition, NHS England, its national partners and its clinical networks are also collating and sharing best practice and supporting training and innovation in care.</p>

answer text <p>The Mental Health Safety Improvement Programme (MHSIP) was rolled out in April 2018 and is a two-year programme funded until March 2020.</p><p>The overall aim of the programme is for every National Health Service trust providing core mental health services in England to have understood its safety priorities and have made a measurable improvement in at least one key area of mental health safety by 31 March 2020.</p><p>From January 2019, MHSIP engagement meetings with trusts will align with the Care Quality Commission inspection cycle to ensure that there is a timely follow-up to the inspection findings.</p><p>Given the nature of the programme, it is too early to provide trend analysis at this stage.</p><p><strong> </strong></p><p> </p> more like this

answer text <p>The Government recognises that we need to go further in improving mental health services.</p><p> </p><p>NHS England is developing a new framework for community mental health services focussing on care for adults with severe mental illnesses.</p><p> </p><p>This work draws on a wide range of sources of data and intelligence, including the Care Quality Commission’s annual community mental health surveys and inspections of services.</p><p> </p><p>The Government has asked the National Health Service to develop a long-term plan which will set out a vision for the health service and we have been clear that better access to mental health services, to help achieve the Government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan. answer text <p>The Department’s budget is not spent directly on mental health services. The bulk of the Department’s budget is managed by NHS England, which is responsible for improving health and care outcomes for people in England. NHS England collates information on mental health expenditure for clinical commissioning groups (CCGs) and specialised commissioned services. Other areas of direct commissioning also provide mental health services, most notably general practitioners, but NHS England does not currently collect details of spend on mental health in these areas.</p><p> </p><p>NHS England’s mental health spend for 2016/17 and for 2017/18 are published in the Five Year Forward View for Mental Health dashboard, and the planned spend for 2018/19 is due to be published shortly. The dashboard also reports national CCG mental health spend as a percentage of overall CCG programme allocation.</p><p> </p><p>The following table shows specialised mental health spend and the total of CCG and specialised mental health spend as a percentage of CCG and specialised programme allocations for 2015/16, 2016/17 and 2017/18 using data from the mental health dashboard where relevant.
