answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>The £963 million capital investment in sustainability and transformation partnerships (STPs) announced on 7 December 2018 is part of £2.9 billion capital funding made available to the National Health Service by the Government from 2017-18 to 2022-23 to modernise facilities and improve patient care. It is separate from the £20.5 billion revenue funding increase for the NHS announced on 18 June 2018.</p><p> </p><p>The 75 successful STP schemes announced included 13 mental health/learning disability schemes with a total value of £208 million. This is 22% of the overall £963 million funding made available.</p><p> </p><p>One of those 13 schemes is in Liverpool with £6.961 million awarded for child and adolescent mental health services (CAMHS) at Alder Hey Children’s NHS Foundation Trust for a 12 Bedded Tier 4 unit. This is for a purpose build facility to provide a North West centre of excellence for CAMHS inpatient services, supporting children with the most complex needs in the area.</p><p> </p><p>A second CAMHS scheme worth £2.807 million was awarded to Berkshire Healthcare NHS Foundation Trust for re-provision of current CAMHS Tier 4 inpatient provision at a new site. In total therefore £9.768 million has been awarded for CAMHS facilities. We have made an additional £1.4 billion available over the course of 2015/16-2020/21 to transform services and ensure access to specialist mental health services for an additional 70,000 children and young people a year by 2020/21.</p><p> </p><p>We have also introduced two waiting time standards for children and young people. The first aims for 95% of children, up to 19 years old, with eating disorders to receive treatment within a week for urgent cases, and four weeks for routine cases, by 2020. The second is that 50% of patients (of all ages) experiencing a first episode of psychosis receive treatment within two weeks of referral. We are currently exceeding or on track to meet these waiting time standards.</p><p> </p><p>The Green Paper, ‘Transforming children and young people’s mental health provision’, published by the Department for Health and Social Care and the Department for Education, announced creation of new Mental Health Support Teams. These teams will deliver mental health interventions for those with mild to moderate needs in or close to schools and colleges, and refer those with more severe needs on to specialist services. The Five Year Forward View for Mental Health is at the heart of Government plans to transform mental health services and a key part of this is ensuring a reduction in waiting times for key services. Following publication of the Five Year Forward view, the Government agreed the following waiting times and access targets with NHS England to be achieved by 2020/21:</p><p>- For accessing ‘Improving Access to Psychological Therapies’ services 75% of referrals should be seen within six weeks and 95% should be seen within 18 weeks.;</p><p>- For eating disorder services 95% of referrals should be seen within four weeks for routine cases and 95% of urgent referrals should be seen within one week; and</p><p>- For the Early Intervention in Psychosis programme 50% of people experiencing a first episode of psychosis should start a National Institute for Health and Care Excellence recommended package of care within two weeks of referral, rising to 60%.</p><p>We are on track to meet these targets, which are tracked on the Five Year Forward View dashboard. Some CCGs may choose to use non-National Health Service providers, including those run by charities. It is up to the local CCG to make commissioning decisions.</p><p> </p><p>The Department does directly provide funding to third sector organisations through the voluntary, community and social enterprise organisation (VCSE) Health and Wellbeing Programme, which launched in 2016, replacing the previous VCSE grant funding and engagement programmes. A key part of the programme is the Health and Wellbeing Fund, and the theme for the Fund in 2019-20 is children and young people’s mental health. The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long-term plan which will set out a vision for the health service and ensure every penny is well spent. We accept that there are challenges and far more for Government to do in relation to children and young people’s mental health services.</p><p> </p><p>We are taking forward the headline commitment, made in Future in Mind, to improve access to children and young people’s mental health services, by enabling an additional 70,000 children and young people each year to access services. This commitment was re-stated as a recommendation within the Five Year Forward View for Mental Health, which has been accepted by the Government and NHS England and we are on track to enable an extra 70,000 children and young people to access care by 2020/21.
