The Government has no current plans to ban e-cigarettes in the United Kingdom and they continue to be regulated under the Tobacco and Related Products Regulations 2016. It remains the goal of the Government to maximise the public health opportunities presented by e-cigarettes to reduce smoking, while managing any risks. UK regulated e-cigarettes are far less harmful than smoking, but they are not risk free. Research shows e-cigarettes are effective in helping some smokers to quit. answer	answer is ministerial correction date of answer 26/02/2020 answer text <p>It remains the goal of the Government to maximise the public health opportunities presented by e-cigarettes to reduce smoking while managing any risks. United Kingdom regulated e-cigarettes are far less harmful than smoking, but they are not risk free. Research shows e-cigarettes are effective in helping some smokers to quit.</p><p>While experimentation with e-cigarettes is not uncommon among young people, current and regular use remains low. E-cigarettes in the UK are tightly regulated by the Tobacco and Related Products Regulations 2016 (TRPR) and the Nicotine Inhaling Products (Age of Sale and Proxy Purchasing) Regulations 2015 (NIP). These regulations aim to reduce the risk of harm to children; to protect against any risk of renormalisation of tobacco use; and to provide assurance on relative safety for users. The regulations include restrictions on mainstream TV and radio advertising; prevent sale to under 18s; and limit both tank sizes and nicotine content.</p><p>We continue to monitor evidence on e-cigarettes. As part of that, we are monitoring youth use closely and will take action, if necessary, to ensure that regular use among children and young people does not increase, and that e-cigarettes do not become a gateway to tobacco use. The Government has a statutory obligation to conduct post implementation reviews of TRPR by May 2021 and NIP later this spring. answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>Data from nationally representative surveys indicate that, in England, current vaping among young people remains low and concentrated among those who have already smoked. Among adults, vaping prevalence is 6.3%, with almost all vapers being smokers or ex-smokers. This data can be found in the attached Office for National Statistics statistical bulletin, <em>Adult smoking habits in the United Kingdom: 2018</em>.</p><p>Smoking rates continue to decline among both adults and youth. Public Health England (PHE) monitors the developing evidence on effectiveness of e-cigarettes for quitting smoking. A major UK randomised control trial has found e-cigarettes to be twice as effective as nicotine replacement therapy products when combined with behavioural support.</p><p>Data from English stop smoking services indicate that people who use an e-cigarette in their attempt to quit have the highest success rates. Through the European Union Tobacco Products Directive 2014/40/EU (TPD), transposed into United Kingdom law by the UK Tobacco and Related Products Regulations 2016 (TRPR), we have introduced measures to regulate e-cigarettes. These measures reduce the risk of harm to children, protect against any risk of renormalisation of tobacco use, provide assurance on relative safety for users, and give businesses legal certainty. This has enabled the UK to implement appropriate standards for products whilst allowing smokers to move to e-cigarettes should they wish.</p><p> </p><p>The Government has made a commitment to review the TRPR by May 2021 to consider its regulatory impact. In addition, as announced in the Tobacco Control Plan the Government will review where the UK’s exit from the European Union offers us opportunities to re-appraise current regulation to ensure this continues to protect the nation’s health.</p><p>The Government has no plans to introduce legislative proposals to ban e-cigarettes, e-cigarette shops or smoking on National Health Service property.</p><p>We continue to support the implementation of smokefree policies across all hospitals in England. The Government’s tobacco control plan for England published in July 2017 reiterates our ambition to achieve smokefree mental health services and NHS estate by 2019/20.
