answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>The Government is committed to reducing public health harms caused by smoking and has consistently highlighted that quitting smoking and nicotine use is the best way to improve health. E-cigarettes are not risk free. However, the evidence is increasingly clear that vaping is significantly less harmful to health than smoking tobacco and can be particularly useful in supporting smokers to quit, especially when combined with stop smoking services.</p><p> </p><p>The most recent evidence report review from Public Health England, published on 6 February 2018, argues that e-cigarette use, alone or in combination with licensed medication and behavioural support from a stop smoking service appears to be helpful in the short-term, and that e-cigarettes have contributed to tens of thousands of additional quitters in England.</p><p> </p><p>The Department will continue to monitor the impact of regulation and policy on e-cigarettes and novel tobacco products in England, including evidence on safety, uptake, health impact and effectiveness of these products as smoking cessation aids, to inform our future policy.</p> answering member constituency Winchester answering member printed Steve Brine question first answered 20/11/2018 15:10:02 answering member 4067 label Biography information for Steve Brine

answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>Vaping products are defined as nicotine inhaling products in the European Union Tobacco Products Directive 2014/40/EU (TPD). The TPD is implemented into United Kingdom domestic law and, after the UK leaves the EU this legislation will remain in force, subject to the European Union (Withdrawal) Act 2018. The scope of these amendments is limited to ensuring that tobacco control policy and legislation continue to function effectively after EU exit.</p><p> </p><p>The Department has committed to reviewing the Tobacco and Related Products Regulations (2016), and a range of tobacco legislation by 2021. The advice included the following five principles; to make clear the distinction between vaping and smoking; to ensure policies are informed by the evidence on health risks to bystanders; to identify and manage risks of uptake by children and young people; to support smokers to stop smoking and stay smoke free; and, to support compliance with smokefree law and policy. answer	answer is ministerial correction date of answer 02/11/2018 answer text <p>The National Institute for Health and Care Excellence guidance ‘Crohn’s Disease Management in Adults, Children and Young People’, updated in 2016, sets out best practice in the diagnosis, treatment care and support of patients with the condition.</p><p> </p><p>Management options include drug therapy, dietary and lifestyle advice and, in severe or chronic active disease, surgery. The aim when treating Crohn’s disease is either to heal the inflammation and so reduce symptoms during a flare‑up ('inducing remission') or to prevent flare‑ups happening in the future ('maintaining remission'). Drug treatments can include steroids, immunosuppressants and biological medicines. For patients requiring complex surgery, NHS England specialised colorectal services nationally to support equity of access to high quality treatment for patients with Crohn’s disease.</p><p> </p><p>Since 2006, the Inflammatory bowel disease (IBD) audit programme has supported work to improving the care of people with IBD. Crohn’s and ulcerative colitis are collectively known as IBD. Evidence of improvements in care during the time of the programme included the effective demonstration that biological therapies for the treatment of IBD are safe and effective drugs as well as wider improvement to support that patients received.</p><p> </p><p>The IBD audit programme was commissioned by the Healthcare Quality Improvement Partnership, on behalf on NHS England, as part of the National Clinical Audit and Patient Outcomes Programme.
