answer text <p>The Government is committed to ensuring that homeless people can access health services. From April 2018 we will be implementing an ambitious legislative reform, the Homelessness Reduction Act, which received Royal Assent earlier this year. The Act will mean more people getting the help they need earlier, to prevent them from becoming homeless in the first place. The Department is currently considering how best to implement in the healthcare sector the ‘duty to refer’ to housing services that was introduced by this Act.</p><p> </p><p>The homeless healthcare charity, Pathway, has led and developed best practice for health services to help people who are homeless. The Government has supported this project through the Homeless Hospital Discharge Fund. This has supported 52 voluntary sector-led projects to improve discharge arrangements for homeless people, and was positively evaluated by Homeless Link, the national membership charity for organisations working directly with people who become homeless in England.</p><p> </p><p>Public Health England provides a resource, `Homes for Health’, that provides a single point of access for policymakers, commissioners and others to wide-ranging authoritative information on data, evaluation, evidence and research relating to homelessness, including people with multiple complex needs. It contains good practice prompts for commissioning for homeless people with drug or alcohol problems.</p><p> </p><p>Homeless people are encouraged to sign up to a general practitioner (GP) service so they can get the treatment they need. Without an address, a GP can accept them by using the GP practice’s own address or an address of a hostel, where appropriate. Training is also available for receptionists and guidance for GPs to help them deliver essential frontline care to the homeless, thus creating a more joined-up workforce.</p>

answer text <p>We accept entirely the centrality of mental health and wellbeing to public health and the need for parity of esteem across health services. While it is right for local authorities (LAs) to determine their own local priorities and account to their own electorates, the Department’s Public Health Outcomes Framework – which defines areas for improvement across the public health system, and to which LAs must have regard – includes a number of indicators that relate directly to mental health. Public Health England collects and publishes LA-level data for all these indicators and will continue to support and advise LAs on the evidence base for effective mental health interventions.</p><p> </p><p>We have no plans to require LAs to report spending on public mental health. LAs’ public health functions cover a wide range of activity, and it is important for central government to limit its demands for information from local government to a minimum. LAs would also be unable to disaggregate their spending on, for example, a drug or alcohol misuse service in order to isolate a sum that could be attributed purely to the mental health aspect of the service.</p>

answer text <p>NHS Blood and Transplant launched a new United Kingdom-wide organ donation and transplantation strategy in July 2013. <em>Taking Organ Transplantation to 2020</em> sets out the action necessary to increase organ donation and transplant rates building on the significant increase in donor and transplant rates since 2008. It is vital that all potential donors are identified and referred to the specialist donation team. The strategy recognises that commissioners should keep the demand for intensive care beds under review to ensure that intensive care capacity is not a barrier to donation.</p><p> </p><p> </p><p> </p><p>There were 10.6 adult critical care, paediatric intensive care and neonatal intensive care beds per 100,000 population in England in May 2015. The numbers of such beds in the rest of the United Kingdom is a matter for the devolved administrations.</p><p> </p><p> </p><p> </p> more like this

answer text <p>It is important that patients, including those with cystic fibrosis, get those high cost drugs provided through homecare services on time.</p><p> </p><p>The Department commissioned a review of homecare medicine supply arrangements to ensure they deliver the best value for patients, the National Health Service and the provider market. The review report, <em>Homecare Medicines: </em><em>Towards a Vision for the Future,</em> was published in December 2011 and is available at:</p><p> </p><p>http://media.dh.gov.uk/network/121/files/2011/12/111201-Homecare-Medicines-Towards-a-Vision-for-the-Future2.pdf</p><p> </p><p>The outcome of subsequent improvement work is summarised in the further report, <em>Homecare Medicines: Towards a Vision for the Future - Taking Forward the Recommendations</em>, published in May 2014 and available at:</p><p> </p><p>www.uhns.nhs.uk/AboutUs/NHSHomecareMedicinesinEngland.aspx</p><p> </p><p>NHS England issued a patient safety alert on minimising the risks of omitted and delayed medicines for patients receiving homecare services on 10 April 2014. This recommended that all healthcare organisations that commission clinical homecare services:</p><p>- establish if medicine homecare services were used by their organisation and if incidents of omitted and delayed medicines had occurred;</p><p>- consider whether immediate action needed to be taken locally and, if required, develop an action plan, to reduce risk and the potential risk to patients;</p><p>- disseminate the alert to all medical, nursing, pharmacy and other staff involved in the care of homecare patients; and</p><p>- report patient safety incidents concerning homecare to the National Reporting and Learning Service.</p><p> </p><p>A copy of the patient safety alert is available at:</p><p> </p><p>www.england.nhs.uk/wp-content/uploads/2014/04/psa-omitted-delayed-meds.pdf</p><p> </p><p>The Department continues to work with NHS England, homecare companies, pharmaceutical suppliers and the NHS to ensure that homecare arrangements are safe and deliver value for the NHS and improved outcomes for patients.</p><p> </p>
