answer text <p>In my answer of 5 September 2017 I stated that a grant of £160,000 was awarded to Action on Smoking and Health (ASH) under section 64 of the Health Services and Public Health Act 1968 in financial year 2016/17. In my answer of 6 November 2017 I referred to a table confirming that grant payments totalling £195,000 were made to ASH during the financial year in 2016/17. Both responses are accurate. The 6 November response which referred to £195,000 highlighted all payments made to ASH during the financial year 2016/17. This is different from the value of the grant for that year because payments are made once ASH has demonstrated successful delivery of grant objectives, after each quarter. The final payment for each year of the ASH grant is made in the subsequent financial year. The attached table is designed to clarify the apparent discrepancy.</p> more like this

answer text <p>In the past 10 years, the Department has paid Action on Smoking and Health (ASH) a total of £16,016.40 in non-grant funding for help in implementing additional strategies targeted at tackling health inequalities.</p><p> </p><p>Grant funding has also been given to ASH as <ins class="ministerial">in the attached table </ins><del class="ministerial">follows</del>. <ins class="ministerial">Any payment to ASH in respect of activity for 2017-18 will depend upon the outcome of a competitive process to secure support for delivery of the Tobacco Control Plan. </ins>The Department’s financial records do not provide the level of detail to confirm whether funding was made under the legal power Section 64 of the Health and Public Services Act 1968 for all of this period. However, local records can confirm <ins class="ministerial">only</ins> Section 64 has been used since the financial year 2012/13.</p><p> </p><p> </p> more like this

answer text <p>We have committed to an extra 5,000 doctors in general practice by 2020. NHS England and Health Education England (HEE) are working together with the profession to increase the general practitioner (GP) workforce across the country. This involves efforts to boost both recruitment and retention of GPs.</p><p> </p><p>In 2016 HEE recruited the highest number of GP trainees ever, and is working with NHS England on additional measures to encourage GPs to return to practice, and address the reasons why experienced GPs are leaving the profession.</p><p> </p><p>Both Northamptonshire clinical commissioning groups, Nene and Corby, are working with NHS England to address local challenges relating to GP recruitment and retention. For example, GPs in the Nene/Corby area are participating in the local GP Retainer Scheme.</p> more like this

Member to the answer I gave him on 28 March to Question <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-questions-answers/?page=1&amp;max=20&amp;questiontype=AllQuestions&amp;house=commons%2clords&amp;uin=69025" target="_blank">69025</a>.</p><p> </p><p>In financial year 2012/13, the Department grant awarded to Action on Smoking and Health (ASH) (under Section 64 of the Health Services and Public Health Act 1968) was included in a sample of grants that was reviewed in an internal audit of the grant management arrangements of the Department. The audit included visits to the charities that formed part of the sample to test the information they provided to the Department and to garner their views on how the Department engaged with them. ASH was included in the work because its grant fulfilled the sample criteria.</p><p> </p><p>The internal audit was not a review of the organisation and the way that it operated, its focus was on the Department’s grant management. It found that, at the time, there were satisfactory arrangements in place in the Department. The audit report did not raise any adverse comments about ASH or include any recommendations in relation to them. It is not normal practice to place copies of Internal Audit reports in the Library.</p><p> </p><p>Minutes of annual review meetings with ASH are available on request from the Department. These documents are held for six years in line with Cabinet Office guidance.</p><p> </p><p>There is no requirement in the grant award for funding to be held in a separate account; however, the grant must be identified in annual accounts.</p>
