answer text <p>In England, medical graduates must complete their foundation training before choosing a medical specialty, for example general practice or paediatrics. All foundation schools are now expected to work with Health Education England (HEE) by way of meeting the recommendations set out in ‘Broadening the Foundation Programme’, including that at least 80% of foundation doctors should undertake a community or integrated placement from August 2015.</p><p> </p><p> </p><p> </p><p>HEE has also been mandated to ensure that 50% of trainees completing foundation level training enter general practitioner training programmes by 2016.</p><p> </p> more like this

answer text <p>There are many reasons for increased use of agency and temporary staff in the National Health Service in England. These include ensuring safe staffing levels following the Francis Inquiry, covering peaks in demand and periods of staff sickness, difficulties in filling some specialist posts permanently, and affordability. Reducing the use of temporary staff from agencies is a focus for the Department of Health Strategic Workforce Review and the Lord Carter Review of NHS procurement and efficiency.</p><p> </p><p> </p><p> </p><p>The Department is taking action nationally to help trusts reduce their agency spend including:</p><p> </p><p> </p><p> </p><p>- Undertaking intensive work with a number (11) of trusts to understand agency spend and patterns;</p><p> </p><p> </p><p> </p><p>- Created a new toolkit and updated guidance on workforce planning for trusts which is being disseminated to the NHS through a series of workshops starting this month; and</p><p> </p><p> </p><p> </p><p>- Brought in tough new rules (through the updated Section 42 guidance) which mean trusts that need extra financial support from the Department will have to prove they have robust plans in place to reduce agency spend – aiming for them to reduce the spend by 50% over the next 18 months.</p><p> </p><p> </p><p> </p><p>However, day to day staffing levels are an operational matter for the North Cumbria University Hospitals NHS Trust. It is not for the government but for local NHS organisations to manage staffing requirements based on the needs of their patients and local communities.</p><p> </p>

answer text <p>The Health and Social Care Information Centre (HSCIC) publish an annual workforce census, which shows staff working in the National Health Service in England. The latest information from the census was published in March 2014 and shows the position at 30 September 2013, the next annual census will be published in March 2015 showing the position as at 30 September 2014. The HSCIC also publish monthly NHS workforce statistics.</p><p> </p><p> </p><p> </p><p>The attached table shows the number of nurses, excluding midwives and health visitors per 1,000,000 population from September 2004 to October 2014. Health Education England regions have only existed from 2013, so national figures have been used for this time series.</p><p> </p><p> </p><p> </p><p>The latest hospital and community health services monthly workforce statistics published by the HSCIC ,shows that there has been an increase of over 6,300 in the nursing, midwifery, and health visiting group between May 2010 and October 2014.This includes nearly 2,000 more midwives, over 3,000 more health visitors and over 1,300 more nurses.</p><p> </p>

answer text <p>The Care Quality Commission (CQC) is the independent regulator of health and adult social care providers in England. The CQC is responsible for developing and consulting on its methodology for assessing whether providers are meeting the levels of safety and quality, including the decisions of when to publish an inspection report.</p><p> </p><p> </p><p> </p><p>The CQC has provided the following information.</p><p> </p><p> </p><p> </p><p>The CQC has published 20% of inspection reports within the 50 days for the period 1 February 2014 to 31 January 2015. The CQC has provided the following further information about its performance in hospital, adult social care and primary medical service settings.</p><p> </p><p> </p><p> </p><p>In CQC’s Business Plan for 2014/15 to 2015/16 it listed its operations key performance indicators which included an aim to publish final reports of inspections undertaken with CQC’s new approach within 50 days. Since the Business Plan published in May 2014, there have been differences in the time taken to publish inspection reports across the sectors (detailed below).</p><p> </p><p> </p><p> </p><p>The reasons for these variations are due in part to processes being refined. The Hospitals directorate in CQC now works to a deadline of 65 working days after finding 50 days did not allow sufficient time for the post-inspection process.</p><p> </p><p> </p><p> </p><p>The new approach to inspection reports are also more detailed and in-depth and require more time to prepare, especially for the more complex inspections that CQC now undertakes.
