answer text <p>As announced by the Prime Minister on 11 January, NHS England will invest £247 million over the next five years to develop acute hospital liaison mental health services so that services in at least half of England's acute hospitals are delivered in line with the 'Core 24' standard, as set out by the NHS South West Strategic Clinical Network. This standard describes services that are available 24 hours a day, 365 days a year and can be found at the following link:</p><br /><p><a href="http://mentalhealthpartnerships.com/resource/model-service-specifications-for-liaison-psychiatry-services/" target="_blank">http://mentalhealthpartnerships.com/resource/model-service-specifications-for-liaison-psychiatry-services/</a></p><br /><p>In 2015/16, NHS England asked all clinical commissioning groups (CCGs) to put in place service development and improvement plans for liaison mental health services in acute hospitals, and supported this with £30 million pump prime funding which set out the ambition to move services towards a ‘Core 24’ service standard.</p><br /><p>NHS England continues to work closely with the Royal College of Psychiatrists and other stakeholders as this programme progresses.</p>

answer text <p>The Government is committed to delivering the transformation of children and young people’s mental health as outlined in <em>Future in Mind. </em>Local Transformation Plans, which NHS England has now assured, and the £30 million that was released in December 2015 for clinical commissioning groups to deliver their improved local offer, which must cover the whole spectrum of services for children and young people’s mental health and wellbeing, including prevention, early intervention and access as well as support for those who self-harm.</p><br /><p>In the Autumn Statement 2014 increased funding of £150 million over the course of this Parliament was announced to improve eating disorder services for children and young people with mental health problems in England, and any capacity freed up through this investment is to be redeployed to improve services for both crisis and people who self-harm.</p><br /><p>In relation to the increase of young people who have been admitted to hospital as a result of self-harm it is important to note that revised guidance was issued by the Health and Social Care Information Centre to National Health Service trusts to clarify the use of reporting codes from 1 April 2013, which may account for some of the increase in figures from that point onwards.</p>

answer text <p>It is for health and social care providers to develop local nutrition and hydration policies and there are a number of best practice resources and guidelines available to help providers do this.</p><br /><p>Nursing staff understand the importance of proper nutrition and will follow guidelines in assessing patients for their ability to swallow safely. From this they can make judgements about a patient’s capability to eat and drink safely and adequately, which will include taking into account whether they are heavily medicated or not.</p><br /><p>The National Patient Safety Agency and the Royal College of Nursing published a series of factsheets in 2009, setting out the key characteristics of good nutritional care in healthcare environments.</p><br /><p><a href="http://www.nrls.npsa.nhs.uk/resources/?entryid45=59865" target="_blank">http://www.nrls.npsa.nhs.uk/resources/?entryid45=59865</a></p><br /><p>It includes the Council of Europe 10 key characteristics of good nutritional care in hospitals, which recommends that all patients are screened on admission to identify the patients who are malnourished or at risk of becoming malnourished; all patients are re-screened weekly; and all patients have a care plan which identifies their nutritional care needs and how they are to be met.</p><br /><p>The National Institute for Health and Care Excellence (NICE<em>) Quality standard for nutrition support in adults</em></p><br /><p><a href="http://www.nice.org.uk/Guidance/QS24" target="_blank">www.nice.org.uk/Guidance/QS24</a></p><br /><p>defines clinical best practice for adults in hospital and the community who are at risk of malnutrition. And NICE <em>Nutrition support in adults: Oral nutrition support, enteral tube feeding and parenteral nutrition</em></p><br /><p><a href="http://www.nice.org.uk/guidance/cg32" target="_blank">www.nice.org.uk/guidance/cg32</a></p><br /><p>offers best practice advice to help healthcare professionals correctly identify people in hospital and the community who need nutrition support, and enable them to choose and deliver the most appropriate nutrition support at the most appropriate time.</p><p><br> <br></p>

answer text <p>Clinical commissioning groups (CCGs) are required, as part of their statutory obligations, to ensure patients can exercise their legal rights to choice for a first elective referral, including for mental health services.</p><br /><p>Choice is an important feature of the Sustainability and Transformation Plans that CCGs have been asked to put in place through the recently-issued NHS Planning Guidance.NHS England is providing guidance and support to help them meet these requirements and will monitor and assure their implementation including through a new Assessment Framework.</p><p><br> If providers or patients have concerns about CCGs ensuring that rights to choice are being appropriately upheld, Monitor as the sector regulator may investigate and specify improvement action by the CCGs, where necessary.</p> more like this

answer text <p>The Early Intervention Psychosis access standard will be monitored via the new Mental Health Service Dataset which is managed and reported against by the Health and Social Care Information Centre.</p><br /><p>As this is a new collection, reporting will be phased starting with basic counts in March 2016 and building in detail as quality is assured. In the meantime NHS England has implemented a bespoke collection to monitor progress against the referral to treatment element of the standard, the first report of which is likely to be available in March 2016.</p> more like this
