answer text <p> </p><p>As with all staff covered by the Agenda for Change Terms and Conditions, nursing staff incurring motoring costs during their National Health Service duties will receive reimbursement of these costs at the published mileage rates to ensure that they are not out of pocket.</p><p> </p><p> </p><p> </p><p>The change in fuel allowance for NHS staff to 20 pence per mile for mileage over 3,500 came into force on 1 July 2014 following a regular review of motoring expenses, based on information provided by the Automobile Association (AA) about the running costs of motor vehicles. This process of six-monthly reviews of motoring costs based on AA information was agreed by trade unions and employers, to ensure that NHS staff are not out of pocket for travel costs incurred in the performance of their NHS duties. In agreeing this system, employers and trade unions have recognised that there will be both upward and downward movement in costs, and subsequent mileage rates. These rates will be reviewed in November 2014, and will again be based on information provided by the AA.</p><p> </p><p> </p><p> </p><p>We are unable to correlate the level of reimbursement for motor travel with the rate of recruitment and retention of nurses.</p><p> </p><p> </p><p> </p><p>The latest NHS workforce statistics show that there are now over 3,700 more nurses, midwives and health visitors<a title="" href="http://dhsrvbul703/ContactWeb/WinLogon.aspx?ReturnUrl=%2fContactWeb%2fPQViewAllReply.aspx%3fcorrid%3d8842#_ftn1" target="_blank">[1]</a> than in May 2010. answer text <p> </p><p>This Government has legislated for equal priority for mental and physical health. Our mental health policy supports the developing of an integrated response to people with both mental and physical health problems to avoid diagnostic overshadowing and ensure the delivery of holistic care that properly addresses physical health care needs.</p><p> </p><p>The physical health care of people with mental health problems is a key component of the Parity of Esteem programme. The importance of the issue has been reinforced by the introduction of the first national CQUIN (Commissioning for Quality and Innovation) for mental health inpatients. This requires NHS trusts to implement physical health checks for all inpatients. NHS England is working in partnership with the Royal College of Psychiatrists, amongst others, to promote the CQUIN.</p><p> </p><p> </p><p> </p><p>Physical health checks form a key part of any care plan for mental health service users, including assurance of annual physical health checks by Care Coordinators overseen by their local general practitioner.</p><p> </p><p> </p><p>NHS England is also working with a range of partners and service users to look at ways of improving physical health outcomes in secure mental health settings. This includes a range of physical health outcomes such as promoting healthier lifestyles for service users as well as looking at overall wellbeing.</p>

answer text <p> </p><p>No current discussions are planned between the Secretary of State for Health and the travel insurance industry about including cover for mental health problems in standard travel insurance policies. Decisions on whether to include particular terms and conditions in insurance contracts, including whether to cover mental health problems as standard, are commercial decisions for individual insurers, and the Government does not seek to intervene in these decisions.</p><p> </p><p> </p><p> </p><p>The Equality Act 2010 should provide adequate protection from potentially discriminatory practice. Under the Act, it is illegal to discriminate against people who have a disability (which includes mental health problems), or have had one in the past. This includes refusing to provide a service for someone with a disability, or providing the service on worse terms than for non-disabled people.</p><p> </p> more like this

answer text <p>From 1 October 2015, the Government intends that local authorities take over responsibility from NHS England, for commissioning public health services for children aged 0-5, including health visiting services.</p><p>The Department is working collaboratively with its partners locally and nationally on the transfer of commissioning responsibilities. At local level, NHS England’s area teams, as the local commissioners (not clinical commissioning groups), and local authorities are working to develop plans, including timescales, for a smooth and effective transfer of the commissioning role.</p><p>The Government will mandate the delivery of the key child assessment elements of the Health Child Programme which are led by health visitors, healthcare professionals and their teams. This will allow for the service to be shaped locally, whilst ensuring there is universal coverage of the assessments in the context of a national, standard format (or specification) for the services, and hence that families can be confident they will receive health visiting support.</p><p>The Department and its partners use a range of measures that support this transition and convey associated timescales and guidance. In particular, the service specification, “Public Health Functions to be exercised by NHS England”, published in November 2013, sets out expectations for the commissioning and provision of services and how area teams can work with local authorities ahead of the transfer of commissioning responsibilities in 2015.</p><p>Other mechanisms such as the forthcoming programme of regional 0 to 5 years commissioning transfer events, organised in conjunction with the Local Government Association, provide the means for local staff and key stakeholders to further develop their understanding of working together in respect of future arrangements for the provision of health visitor services.</p><p> </p>

answer text <p> </p><p>The Department's extant guidance document, Health Technical Memorandum (HTM) 03-01: Specialised ventilation for healthcare premises sets out guidance for minimum standards with respect to ventilation strategy with healthcare premises. HTM 03-01 was published just prior to the publication of BS EN 13779:2007. This will be updated to reflect current standards when it is reviewed. HTM 03-01 forms part of the list of guidance currently under consideration for review.</p><p> </p><p> </p><p> </p><p>Healthcare premises will currently utilise the guidance provided within HTM 03-01 to assist in the determination of indoor air quality standards. The hospital will select the relevant primary and secondary filtration dependent upon the air quality of the local environment and upon the requirements of the clinical area that is served by the air-handling unit in question to ensure the safety of patients and staff. HTM 03-01 (paragraph 4.132) acknowledges that in areas of higher atmospheric pollution higher standards of filtration may be required. answer text <p> </p><p>Public Health England (PHE) has begun developing a programme in support of national and local government to reduce the estimated 25,000 deaths each year in England attributable to air pollution. Long-term exposure to air pollution is understood to be a contributory factor to deaths from respiratory and, particularly, cardiovascular disease, i.e. unlikely to be the sole cause of deaths of individuals. This means that it is likely that air pollution contributes a smaller amount to the deaths of a larger number of exposed individuals rather than being solely responsible for a number of deaths equivalent to the calculated figure of ‘attributable deaths’.</p><p> </p><p> </p><p> </p><p>Recognising the role of Department for Environment, Food and Rural Affairs and measures already taken, PHE will work with national and local stakeholders and public health partners to develop advice and further actions which can be taken to reduce the health burden caused by particulate air pollution at the local authority level.</p><p> </p>

answer text <p> </p><p>In July 2013, the Government set out its response to the recommendations made in the Confidential Inquiry into premature deaths of people with learning disabilities which set out actions to reduce premature mortality among people with learning disabilities. Progress is monitored by the Learning Disability Programme Board (LDPB), which I chair. The board meets three times a year and includes membership from stakeholders and external agencies. An update report was presented to the LDPB on 17 July which will be published online shortly.</p><p> </p><p> </p><p> </p><p>NHS England is currently looking at how it can improve the uptake of annual health checks for people with learning disabilities and it has included this as a key objective in its Learning Disability Programme. The Learning Disabilities Public Health Observatory is working with NHS England to ensure the implementation plan is as robust as possible. This work will include examples of good practice from areas where uptake for health checks is high, and how to replicate these successes throughout the National Health Service.</p><p> </p><p> </p><p> </p><p>NHS England is also planning a workshop later this year to bring together key stakeholders, for example, Royal Colleges, Academic Health Science Networks, Primary Care, Strategic Clinical Networks and people with learning disabilities to discuss how quality of care and outcomes can be improved.</p><p> </p>
