Whilst there are no new plans for a national respiratory strategy or programme, there is ongoing work around particular respiratory conditions. Recent progress includes publication of standards on a range of respiratory conditions and a national pilot to improve care of breathlessness. Recent campaign activity this year has focused on raising awareness of respiratory symptoms which could indicate heart or lung disease.</p><p> </p><p>NHS England and clinical commissioning groups have responsibility for determining the overall national approach to improve clinical outcomes from healthcare services for people with respiratory disease. The NHS Outcomes Framework sets out the Department's priority areas for the NHS. answer	answer is ministerial correction date of answer 21/12/2017 answer text <p>The use of tamoxifen to reduce the risk of breast cancer for those with a family history of the disease is one of a number of options recommended for consideration by patients and clinicians within the National Institute for Health and Care Excellence (NICE) Clinical Guideline 164 (last updated during March 2017). The guideline identifies a number of patient groups in a number of different ways, such as risk level, pre/post menopause and whether or not patients have osteoporosis. The provision of tamoxifen is a matter for local clinical commissioning groups (CCGs) and NHS England expects CCGs to take account of NICE guidelines and local population needs when making commissioning decisions.</p><p> </p><p>NHS England recognises that bisphosphonates may have benefits for some women in preventing secondary breast cancer, however the provision of biophosphates is a matter for CCGs. NICE is considering the evidence on bisphosphonates and will be updating its clinical guidelines to take account of their use. We understand that this work is due to complete in 2018. This plan focuses on the actions needed to ensure that there is enough staff with the right skills to deliver the activity set out in the Cancer Taskforce Strategy, by 2021. The NIHR invests over £1 billion into health and public health research each year and is committed to “adding value in research” by maximizing the potential impact of research that it funds for patients and the public. This means ensuring that it answers the right questions (including effectiveness and cost effectiveness of interventions), delivers research efficiently and publishes results in full in an accessible and unbiased way.</p><p> </p><p>Full and open access to the knowledge generated by research is of the utmost importance to the NIHR. answer	answer is ministerial correction date of answer 06/11/2017 answer text <p>Local authorities (LAs) have a statutory duty to take the steps that they decide are appropriate to improve the physical and mental health of the people in their areas. It is for individual LAs to identify and address the particular needs of their population. Many of the services they arrange have the potential to benefit mental health and wellbeing, including drug and alcohol misuse treatment. LAs will receive £16 billion over the current five-year spending review period to fund their health improvement activity.</p><p> </p><p>Local authorities also have statutory responsibilities to do with the Mental Health Act. The Care Quality Commission monitors the operation of the Act, and reports to Parliament each year on its findings. We are committed to ensuring the health and social care system in England realises the benefits of sharing data in a safe, secure and legal way.</p><p> </p><p>Government policy has outlined the importance of sharing data between organisations at a local level. The Department has worked with the Centre of Excellence for Information Sharing to understand the factors which impact on information sharing in mental health crisis care.</p><p> </p><p>Challenges around transferring patient notes and records between different organisations and care settings are recognised and will be addressed, in part, by the move from paper records to electronic systems for recording and sharing patient information.</p><p> </p><p>‘Information: To Share or not to share? The Information Governance Review’ (2013) created a duty on National Health Service trusts to share information.
