This is a unique exercise in collaboration, with local doctors, hospitals and councils working together to decide the way forward in consultation with local communities.</p><p> </p><p>We expect all local leaders to be regularly talking to members of the public and stakeholders, including hon. Members. It is vital that people are able to shape the future of their local services. No changes to the services people currently receive will be made without local engagement and, where required, consultation. There are longstanding assurance processes in place to make sure this happens. answer	answer is ministerial correction date of answer 14/09/2016 answer text <p>The Department does not issue guidelines on the publication of board papers to National Health Service foundation trusts (FTs).</p><p>The NHS Foundation Trust Code of Governance from NHS Improvement provides best practice guidance to help FTs deliver effective corporate governance, contribute to better organisational performance and ultimately discharge their duties in the best interests of patients. There is no recommendation in relation to publication of board papers however FTs may outline their decisions for board papers in their constitutions.</p><p>Provisions in the 2006 Act amended by the Health and Social Care Act 2012 require the board of directors of FTs to hold meetings in public, giving members and the wider public a direct understanding of the delivery of their healthcare services, and the opportunity to challenge and scrutinise decision making. answer	answer is ministerial correction date of answer 14/09/2016 answer text <p>The Coast, Humber and Vale Sustainability and Transformation Plan (STP) footprint area submitted their draft plans on 30 June, along with all STP footprint areas in England. Following this, conversations were held with each footprint area and a panel of National Health Service arm’s length body chief executives and Local Government Association representatives. These discussions were based around each footprint’s identified priorities, their key critical decisions and requests for support. Feedback was provided during these discussions to support the ongoing development of their plan. All local STP areas should now be having conversations with local people and stakeholders to shape the future of their local services – understanding what matters to them and explaining how services might be improved. This contract includes printing and despatch of employee payslips to a single distribution point at each National Health Service organisation in England at a total price of £1.9 million (data relates to the period September 2015 – August 2016). answer	answer is ministerial correction date of answer 12/09/2016 answer text <p>NHS England’s National Clinical Director (NCD) for stroke is leading work to develop a full proposal which will consider the evidence and logistical issues involved in delivering mechanical thrombectomy to stroke patients across the country. This includes working with the relevant specialist societies, Royal Colleges and Health Education England to consider the workforce implications. Once the proposal has been developed, NHS England will decide whether the procedure should be made widely available.</p><p> </p><p>To ensure there is equitable access to high quality hyper acute stroke care regardless of time of stroke or where a patient has their stroke, NHS England’s NCD for stroke continues to work with Clinical Networks, Urgent and Emergency Care Networks, clinical commissioning groups and the Sustainability and Transformation Plan footprints on how stroke care is best delivered to their local communities.</p><p> </p><p>In some places, this is ‘the London type model’ of focussing care in a small number of centres and equipping these to be able to deliver specialist care 24/7. In other parts of the country, centralisation of care into specialist centres is not feasible for geographical reasons. In these cases, alternative solutions (such as the use of telemedicine) have to be considered.
