It has been made clear by negotiators from both the United States and the European Union that it is up to the UK alone to decide how the NHS is run and any assertion that TTIP will undermine the Government’s control of the NHS is a red herring.</p><p> </p><p> </p><p> </p><p>The TTIP could offer great benefits to British business and for British jobs. The NHS is on track to make up to £20 billion efficiency savings this parliament to reinvest into frontline care. We are confident that it will continue to make the efficiency improvements necessary to meet rising demand and protect the quality of the services delivered.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>In a recent report commissioned by the Department, Frontier Economics has estimated that poor care could be costing the NHS up to £2.5 billion every year. In order to focus attention on the harms contributing to these costs and the savings that could be reinvested, a poster and leaflet will go out to all NHS hospitals to display this vital information to their staff.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>We have introduced a wide range of measures, including the Sign Up to Safety Campaign, Patient Safety Collaboratives, a new tougher inspection regime for providers and a reformed National Patient Safety Alert System to reduce mistakes in practice. In order to promote a culture of openness and transparency, that will enable organisations to learn from their mistakes, there will be the duty of candour in the event of serious harm. If claimants are unhappy with the level of those payments they can write to the Department of Health. The payments policies of the Macfarlane Trust, Eileen Trust and Caxton Foundation are determined by their respective Trustees. People who are unhappy with the level of the payments they receive from any of these bodies can take it up with the relevant body.</p><p> </p><p> </p><p> </p><p>To establish eligibility in respect of HIV infection, claimants are required to provide as much relevant information as they have available, which is then considered by the Department. To establish eligibility in respect of hepatitis C infection, a claimant’s hepatologist provides the necessary information for the Skipton Fund. All claims are assessed on the balance of probabilities. People whose claims are rejected by the Skipton Fund can submit an appeal to the independent Appeals Panel. The Department of Health is the sole funder of MFET Ltd, the Macfarlane Trust and the Eileen Trust. All four UK Health Departments provide funding for the Skipton Fund and Caxton Foundation.</p><p> </p><p> </p><p> </p><p>A document outlining the grants that have been made to each of the schemes from 1988 to April 2014 is attached. Payments from the Skipton Fund and MFET Ltd are set by the UK Health Departments, and the Department provides sufficient funds to pay all approved claims. The budget allocations for the Macfarlane Trust, the Eileen Trust and the Caxton Foundation are discretionary and take account of what each received in the previous year and the Department’s other funding priorities. In the last four years, the Department has received one business case from Caxton Foundation and one from the Macfarlane Trust for an increase in their allocations. These deliver positive health outcomes, such as reducing adult smoking prevalence and increasing early diagnosis of cancer. These marketing programmes utilise behavioural science, commercial best practice and digital tools to engage hundreds of thousands of people. answer	answer is ministerial correction date of answer 23/10/2014 answer text <p>We understand that the World Health Organization intends to undertake a prevalence study on fetal alcohol spectrum disorder (FASD) in a number of countries.</p><p> </p><p> </p><p> </p><p>The feasibility of estimating prevalence is not yet fully clear, given uncertainties around diagnostic criteria for a number of conditions included within FASD.
