answer text <p>The NHS Constitution established by the Health Act 2009 sets out access standards that patients should expect from the National Health Service in the form of rights which have a legal basis, and pledges which go beyond the legal rights. The NHS commits to seeking to achieve these pledges wherever possible. The Secretary of State for Health, NHS bodies, private and voluntary sector providers supplying NHS services, local authorities exercising public health functions, and Health Education England must all have regard to the Constitution in their decisions and actions.</p><p> </p><p>The Secretary of State is required to review the NHS Constitution at least once every ten years and to review the Handbook to the Constitution, which explains its rights and pledges, every three years. Both were reviewed and updated in 2015, with changes to ambulance response time standards added to the Handbook through an addendum published in August 2017. The overall Handbook will be reviewed and updated in 2018.</p><p> </p><p>Pledges in the Constitution cover a range of access standards which are reflected in the Government’s mandate to NHS England for 2017-18 and set out in NHS guidance.</p>

NHS England has set these out in their Next Steps on the NHS Five Year Forward View, which charts practical and realistic steps for the next few years with the aim of delivering real improvements in patient care and outcomes.</p><p> </p><p>Additionally, the Government’s mandate to NHS England for 2017/18 sets a clear expectation that NHS England will meet agreed standards on accident and emergency, ambulances, diagnostics and referral to treatment.</p> more like this

answer text <p>The Department, NHS England and the Care Quality Commission (CQC) access a number of patient experience surveys. Recently published survey results include the Inpatient Experience Survey and the Overall Patient Experience Index (released by the CQC and NHS England in May 2017), and the General Practice Patient Survey (released by NHS England in July 2017).</p><p> </p><p>The most recently published Inpatient Survey shows that the majority of patients report that their overall experience was good, with 85% rating their experience as at least 7 out of 10.</p><p> </p><p>Latest figures from the General Practice Patient Survey show that 84.8% of patients describe their overall experience as good.</p> more like this

answer text <p>The Government’s mandate to NHS England for 2017-18 was published and laid before Parliament on 20 March 2017, ahead of coming into force on 1 April 2017. It sets out seven overarching objectives for NHS England and confirms its budget for the coming year, including a 1.4% real terms increase.</p><p> </p><p>At the Spring Budget 2017, the Government made additional social care funding available to support mandate commitments on investment in the transformation of out-of-hospital care. It was therefore necessary to wait until this process was completed before discussions on the mandate were concluded.</p> more like this
