answer	answer is ministerial correction date of answer 24/07/2018 answer text <p>The Department will be conducting the annual review of benefit and pension rates later this year, as required by the Social Security Administration Act 1992. This will include many Universal Credit rates, though it will exclude the standard allowance which has been frozen at 2015/16 levels until the end of 2019/20, by the Welfare Reform and Work Act 2016.</p><p> </p><p>The Government is committed to supporting people who cannot work or have additional needs as a result of illness or disability and has consistently increased the carer amount, Limited Capability for Work and Work-Related Activity amount and higher disabled child addition in line with inflation since the introduction of Universal Credit. question text	To ask Her Majesty's Government whether, in the light of increases in the number of rough sleepers and people placed in temporary accommodation, they plan to assess the impact of reforms to the welfare system on homelessness, and, in addition, the effect of such reforms on the extent of food and fuel poverty.

There is currently no clear evidence of the impact of welfare reform amongst all of the other potential causes of homelessness; homelessness reflects a combination of individual, local and national factors. The Department for Work and Pensions will continue to work with the Department for Communities and Local Government to improve our understanding of local housing markets and welfare reform, helping us evaluate fully the causes of homelessness. <br></p><p>The Department for Environment, Food and Rural Affairs has just commenced a review of the UK Food Security Assessment – a comprehensive analysis of all aspects of food security, including household food security.</p><p> </p><p>Fuel poverty occurs when households have a combination of higher than average energy costs and lower than average incomes. question text	To ask Her Majesty’s Government, further to the answer by Lord Freud on 9 July (HL Deb, col 223), how many people have made use of the "system of advances", and how many have been helped by "local support frameworks" through local authorities, in the last two years for which figures are available; and whether they consider that those methods have reduced numbers resorting to food banks and loan sharks.
