answer text <p /> <p /> <p>We set an ambitious target for the New Enterprise Allowance: to support 40,000 people to set up their own businesses by the end of 2013. Official statistics to the end of December 2013 revealed that this was surpassed. There are no sub-national targets for numbers of allowance starts.
