answer text <p>The change in publication format for the 2014/15 Households Below Average Income (HBAI) National Statistics release was made to bring this report into line with the new standard DWP Statistics template, with the aim of giving more focussed and accessible publications, without sacrificing the breadth of statistical analysis previously published.</p><p> </p><p>No information has been lost from this publication, rather this restructuring is intended to allow the lay user to better understand these important statistics.</p><p> </p><p>This approach is in line with the UK Statistics Authority’s “Better Statistics, Better Decisions” strategy and the specific change in format for HBAI was trailed in a Statistical Notice released in April 2016.</p> more like this

There is a strong evidence base showing that work is generally good for physical and mental health and wellbeing. We recognise that not everyone can work and therefore we provide financial assistance.</p><p> </p><p>The employment rate <del class="ministerial">remains</del><ins class="ministerial"> is</ins> at 74.4 per cent which is the highest since comparable records began. In addition the number and rate of workless households are both at a record low.</p><p> </p>

answer text <p>The latest available data on personal independence payment (PIP) registrations, clearances and claims in payment for both new claims and reassessed claims (for those previously in receipt of disability living allowance (DLA)) is published on Gov.UK.</p><p> </p><p>In particular, breakdowns of reassessed claims in payment by type and rate of awards can be found from Stat-Xplore, which is a tool for exploring DWP’s statistics.</p><p> </p><p>The Department does not have verified data on the number of DLA claimants who have had their award changed as a result of the move to PIP. We intend to provide more detailed breakdowns of DLA to PIP reassessment outcomes in due course. The Department is working to guidelines set by the UK Statistics Authority to ensure we are able to publish statistics that meet high quality standards at the earliest opportunity.</p> more like this

answer text <p>The legislation governing the funding of defined benefit occupational pensions schemes is designed to be flexible, allowing the trustees or managers of these schemes to determine which method and assumptions are to be used in their schemes technical provisions. A number of factors come into play in scheme funding decisions and the Pensions Regulator provides useful guidance for trustees in its codes and supporting guidance and statements.</p><p> </p><p>In determining the discount rate to be used, trustees must act prudently taking into account the yield on assets held by the scheme and / or the market redemption yields on Government bonds or other high-quality bonds.</p><p> </p><p>There is no standard actuarial method and set of assumptions that must be used, however, should the Regulator have concerns about a funding plan it can intervene.</p> more like this

answer text <p>Government consulted in 2013 on whether legislation should be introduced to allow the ‘smoothing’ of asset values and liabilities in funding valuations.</p><p>Responses to the call for evidence indicated that there was no strong case for legislating to permit smoothing, with the overwhelming majority of respondents against this option. Respondents instead favoured greater use of the flexibilities within the existing legislation governing scheme funding.</p><p>In its response to the call for evidence the Government advised that, given the views received, it did not intend to pursue the option of legislating to permit asset and liability smoothing, and that remains the Government’s position.</p> more like this
