answer text <p>The government has taken steps to smooth the equalisation of State Pension age between men and women in the Pensions Act 2011. The increase in State Pension age for women from age 63 to age 65 is phased in between April 2016 and December 2018.</p><p> </p><p>The timetable for equalising State Pension age at 65 for women and men and for the increase to 66 was accelerated by the Pensions Act 2011 following sharp increases in life expectancy projections. At that time a concession worth £1.1 billion was introduced by the government to limit the impact of the rising state pension age on those most affected. The concession capped the maximum delay that anyone would face in claiming their State Pension to 18 months rather than two years, relative to the previous timetable.</p><p> </p> more like this

This review will take into account up to date life expectancy data and the report from the independently led review.</p><p> </p><p>The purpose of the independent report is to recommend to the Secretary of State for Work and Pensions what to consider when making decisions on future State Pension age arrangements. answer text <p>The Department undertakes extensive research to ensure our communications are clear, targeted and effective.</p><p>The ‘Know the Facts’ campaign, launched in November 2014, uses radio, print and digital advertising to raise awareness of the changes to the State Pension. It directs people to detailed information and material including blogs, videos and resource packs on GOV.UK, and encourages those closest to State Pension age to get a new State Pension statement.</p><p>We continually improve all our communications, based on regular evaluation and feedback, to ensure messages are clear and informative. We also work closely with key intermediaries and stakeholders to share our messages widely.</p><p>The new State Pension campaign includes specific messages to those who may benefit from ways to increase their State Pension; those who may be most at risk of not meeting the minimum qualifying period; and to explain the impact of past periods of contracting-out. We have also reassured pensioners on the old system that they are not affected by these changes.</p><p>People can now also get a personalised State Pension statement online. They will be given a forecast of how much they could get when they reach State Pension age, and find out how to increase this amount. People who do not want to, or cannot use the online service, can continue to request a statement by phone or post.</p>

answer text <p>The 2011 Green Paper “A state pension for the 21st century” set out the Government’s vision for a simpler state pension and proposed the new State Pension should start from April 2016.</p><p> </p><p>The 2013 White Paper “The single-tier pension: a simple foundation for saving” which set out proposals for the new State Pension in more detail proposed that it should be introduced in April 2017 at the earliest. However, having noted the positive responses to the White Paper, the Government looked again at whether it would be possible to introduce the reform earlier.</p><p> </p><p>The Government decided to return to the original timetable to deliver the reform as soon as possible, to support the roll-out of automatic enrolment and provide certainty concerning the changes for both individuals and their pension schemes at the earliest opportunity. The decision to return to the original implementation date also meant that around 400,000 more people would reach State Pension age under the new State Pension, including every woman affected by State Pension age changes in the Pensions Act 2011.</p>

answer text <p>The Government has a clear position, which has remained consistent for around 70 years: UK state pensions are payable worldwide and uprated abroad where we have a legal requirement to do so for example in the European Economic Area or countries where we have a reciprocal agreement that allows for uprating. There are no plans to change this.</p><p>Details of the numbers of people in receipt of the state pension, and whether they live in countries where the state pension is frozen or uprated, is included at Annex A. Countries where the UK state pension is up-rated are identified by an asterisk by the name of the country.</p><p>The Government’s view is that the UK will be stronger, safer and better off in a reformed EU. Of course there is uncertainty about how a vote to leave the EU could impact on access to pensioner benefits for UK pensioners living in other parts of Europe. These questions would need to be answered as part of the process of negotiating the UK’s exit if there is a vote to leave. We could only consider the detail of access to pensions and benefits for people in receipt of UK state pensions who are resident in Europe as part of the process for leaving the EU.</p>
